*Sigh, I know. But Shaak Ti can only do so much because the Council operates as a WHOLE. Remember Ahsoka's expulsion? The Council voted on whether or not she should be kept in the Order and the vote wasn't unanimous, but the majority still voted her out (not to mention they have a history of making A LOT of bad decisions). So from what I see, being a member of the Council does not grant much individual power. But more so the power to present ongoing issues to other Council members and be HEARD by them.
Shaak Ti voiced her concerns about Krell and his clones to the Council before. A couple of the Council members did agree with her (Krell needed to be dealt with), but the majority felt like it wasn't a big problem at that time (dealing with the Separatists—more specifically Count Dooku—was a top priority to them). So nothing was done to help out the 304th legion.
