Having him recreate the Japanese Empire on a whim is a nice move.
In terms of references; the Eugenics Wars/Post-Atomic Horror are the only bit of Star Trek lore I actually like, so I did enjoy the references to that--especially since the early parts of this take the same general tack of welding all the minor mid-90s conflicts into the same narrative. The Akira stuff has to be my favourite, though--even this early, All for One was still finding troubled hyperpowered teens and grooming them into human weapons. Putting Midoriya's discovery of his quirklessness in the same year as Shigaraki's Incident is a nice thematic touch (Choosing to believe that Empire Strikes Back never got released, thus rendering 99% of all of BNHA's Star Wars references unintentional.)

Quirk Politics is one of those 'fun when its done but dreaded when planning it' things for me.
Yeah, I'm honestly surprised at how often people seem to overlook this fact. We've had plenty of fictional examples, and even real world ones. Force multipliers like guns or crossbows before them change things fast and drastically. Yeah, one thing that slightly bugs me is just how underplayed All For One often is in a lot of fics - the guy is like Lex and Dr. Doom wrapped into one, no way he wasn't leaving bloody footprints all over history.

Its shocking actually when you look at how much other media seems to echo the same plot beats as these parts of lore. Like everyone can see that this is pretty much how things would/will go. Akira...ah, one of the very first anime I ever saw (not the first, that belonged to Tenchi Muyo!) and it fits nicely within the frame work of the story...I'm happy to see you noticed that nice little thematic touch, I love doing that sort of thing when I can. (Hmm, I'll say that while ESB was released, it wasn't the same as we know it. While StarWars was a moderate hit, Lucas was only greenlit for one more movie. So he tried to make ESB and ROTJ into a single movie, which resulted in an unholy amount of editing to make anything resembling a watchable film. So the franchise never became more than a modest success with a cult following.)
