Summary
In the end, Arthur had come to a couple of conclusions. Firstly, he's madly in love with an utter dumbass, though he knew that already. Secondly, said dumbass has a fear of scaring his loved ones off, which is ridiculous because Merlin couldn’t get rid of him if he tried. Thirdly, making him wait before officially becoming Court Sorcerer seemed to confirm his fear of being dangerous; a feeling Arthur would never ever want to purposefully invoke in him. And fourth, his people began to view Merlin as their king more than they did Arthur. Oddly enough, as it happened more and more after the situation in the lower towns, the king found more and more times that it, in fact, had always been that way. Only now, people were a bit more open about their favouritism.
The hierarchy in a castle should be fairly easy to understand. Servants and cooks and stable boys all somewhere near the bottom with the King himself at the very top. Somehow, Arthur had managed to completely dismiss that as soon as he made magic legal. In his righteous defence, it was all Merlin’s fault. And Gwaine’s, definitely Gwaine’s.

“You’re speaking of it like it is that simple.” Arthur said, drawing Merlin’s eyes to meet his king’s finally. “You either have it or you don’t. That’s what you are implying.”
“When did Morgana’s dreams begin?” Merlin asked rather than answer.
“She’s had them for as long as I’ve known her.” Arthur frowned deeper.
“Her mother was an initiate to the priesthood of the Old Religion, as you call it, before Uther banned such practices. She unfortunately died before she could teach her daughter control. Morgana is a Seer. Her dreams are visions of what has been, what could be, and what will be, with no discernable differences to the undisciplined mind.” Merlin said gently. “She was born with that ability. She did not ask for it, she did not study to gain it, and she certainly did not explore it when she was forced to live here in Camelot when Gorlois died.”
“Magic drove her mad.” Arthur argued, his face angry.
“Fear drove her mad.” Merlin countered firmly, not backing down.
