The Year is 2000, tensions between the humans of Unova and The Swords of Justice have been cooled. To take advantage of this new peace, the Unovan Government founded the The Unova Pokemon Black Operations, or UPBO, using the Swords as commanders for pokemon embarking on covert ops.
Their prized student, is one of the pokemon.
Caught within a Terrorist Plot to use Kyruem to ransom the humans in the name of "Freeing the Pokemon from the enslavement of Humans", Agent Surging Oxbow must rescue the hostages within the hijacked base, stop Plasma from enacting their plans, and, lastly, don't be an idiot with feelings on the job.

Summary
The Swords of Justice, under bleak circumstances, took an orphaned pokemon in as their own. The orphan immediately took a shine to two of the Swords, but is rather hesitant with bonding with the final sword; Cobalion. And quite honestly, he feels the same about the young orphan.
It's not that he hates the child, oh no. It's the fact that children are rather intimidated by him... making him... kinda bad with children as a result.
