I take this little guy, and I give him Power Manipulation- However, with a twist! Instead of creating or copying powers, he gets powers by rolling into the random category of the powerlisting fandom. Said powers will cost a certain amount of charges and I roll a D12 to see how powerful they'll be, so he has a reason to keep some of his charges on reserve.
Powers that cost many charges get a D20 roll. Powers that cost too many charges get a D20 roll, and I ignore small numbers.
Plus, this is a villain story. Also, it's gonna get gay.
