Contrary to popular belief, he wasn't completely useless outside of the suit. He had plenty of other ways to help out with the Red Hood situation.
Primarily, he had a kick-ass resume and a strong work ethic.Or.
Tim gets sick of getting pushed to the side and decides to get a job working for Red Hood to gather information. His best plan? Probably not. But it definitely got results.

Or: season 2 from Cheng Xiaoshi's perspective with some modifications to canon events.
