Summary
The electroshock that Hydra put Bucky through changed his brain chemistry. He knew this, this is what they wanted, they wanted to make his mind moldable to their whim. They wanted to brainwash him. What they weren't expecting was for the electroshock to essentially restart his mind for a millisecond, reverting it back to the developmental stage. It was then that the others were able to form.
All of a sudden his lonely existence in captivity got slightly less lonely. It was nice at first, he thought, then more started to show up and they didn't always get along.
