It started off as a joke.
No really, it was something that Jason felt the Bats would laugh about, while also helping out some street kids along the way.
He put out a job for the kids of Crime Alley, anyone who could pickpocket the entire Wayne family would get all necessities paid for them by Red Hood until they turned 18.
Most kids that saw the challenge would think it was a joke.
Most kids that believed it was real would think it wasn't even worth trying.
Most kids that tried would be caught immediately, and subsequently get a meal paid for by their Wayne of choice and suddenly have some doors opened for them, because Jason knew his family and knew they had a soft spot for kids.
Except the one thing he didn't account for was Danny Fenton, who most certainly was not most kids.Series

Or Clark is in love with Bruce, the prince he protects and Bruce is oblivious.

Summary
Bruce Wayne is overwhelmed.
In trying to get initiatives off the ground that will actually improve Gotham's infrastructure, he unwillingly goes on a press tour in Metropolis, where he is met with increasingly personal questions about his reappearance into society, and of course (as always) his parents tragic deaths. Panic attacks ensue, Bruce meets a particularly polite reporter who talks him out of it, but is met with a brand new problem when a miscommunication leads the public into thinking Bruce is dating said reporter.
Clark convinces Bruce that answering questions about a fake relationship would be leagues easier than answering questions about dead parents. Bruce agrees. And totally not because Clark has the most charming smiling he's ever seen.

Clark heard it just as he stepped out the front entrance of The Daily Planet’s building. The sun had already set, a chilly autumn breeze dragging through his coat. It had been a late evening for him, catching up on drafts for his next few articles before some other emergency stole his attention from his work.
“Kal-el.”
He straightened, perking towards Gotham. Something cold gripped his heart as he listened for that familiar heartbeat. The voice was unmistakable; low, rough, and steady, one that grounded Clark almost as quick as Ma’s. In battle, hearing it usually meant there was a plan, that Clark could worry a little less about details; because the man he trusted the most – with his life and the lives of his family – had it under control. It soothed Clark when he faltered, bolstered him when his strength wavered, and steadied him when he teetered on the edge of sensory madness.
And that voice sounded afraid.
Clark was suited up and hurtling through the air towards Gotham before Bruce whispered again.
“Kal–” came his quiet gasp. “I’m sorry.”

There’s no wonder that among the many universes that the number of those doppelgängers is even higher. Danny’s doppelgänger in this reality happens to be a crime fighting alien (as opposed to a crime fighting ghost). Which is, y’know, cool and all. If Danny could just figure out why this mysterious ‘Superman’ went missing right as he’s arrived.
All things considered, Clockwork did put him in a universe that best suited him.
