When Atsushi is deaged, Dazai drops him off at Chuuya's on his day off. In the process, Chuuya learns that there was something very wrong with Atsushi's childhood and does his best to give him the care he was missing, all the while dealing with the troubling discovery that people call him 'Mama of the Port Mafia' behind his back.

Summary

Instead of taking full advantage of the crumbling society or hiding away until later like some of the other villains, Shigaraki has decided to set up a base of operations and recuperate in Yokohama, The City of Darkness. It’s a city-state surrounded by an invisible barrier of unknown origins, effectively cutting it off from the world and thus living up to its name. According to official public reports, no villains or heroes reside in the city, and crime is controlled by the iron fist of one criminal organization. The reports also state that Yokohama has its own government, economy, military, and politics, with 90% of its population quirkless and the other 10% harboring something called “abilities.” As for rumors circulating in the underworld, one suggests that any outsider—whether hero or villain trying to “save Yokohama” or “take over it”—who infiltrates the city is spat back out in a bloody, unidentifiable lump.

In the middle of a no-longer-empty track field, were three black vehicles. The cars were parked in a straight line with the perfect distances apart from one another. In front of the line of cars was a table oddly standing out in the middle of the field with black sunshade set over it.
Men dressed in black suits stood in a perfect line between the cars and the table. They stood up straight, chin held high and hands folded behind their backs. It was obvious that these were well-trained bodyguards.
However, those weren’t what shocked the audiences sitting in front of their TVs. No…rather than the men and the cars...it was that single man prostrating on the ground, his attire making him stand out from all the black.
“ALL MIGHT! IT’S ALL MIGHT!” The reporter screamed, causing the microphone to ring from her sharp voice. “The former No.1 Hero who hasn’t been seen since the announcement of his retirement!! But…just what is this current situation?!”
What was the current situation?
That was what Toshinori wanted to know.
