Tired of Hubert and Ferdinand's constant bickering, Claude and Hilda persuade Edelgard to do something about it.
And by "do something about it", they mean "lie to them and also manufacture increasingly ridiculous scenarios until they make out."

Linhardt sleeps a lot. Everyone knows this. It's starting to bug Linhardt, actually. He's become so infamous for his napping habits that no one hesitates to wake him up. No one wakes Flayn up when she falls asleep at her desk. No one wakes Dimitri up when he passes out. No one wakes Claude up when—actually, plenty of people wake Claude up from his naps too. Tragic. Clearly they need to form a nap union for their napping rights.
Turns out, people think twice when waking other people up from their naps. So long as Linhardt is napping with someone else, no one will wake him up either. It's a sort of diplomatic immunity, he figures. Princess Edelgard can't nag him while he's napping in the lap of her massive crush. It's a foolproof plan.
Student by student, Linhardt will build his nap empire. No one is safe. Not even Hubert. He will sleep with everyone. He might even stop a war along the way.
