Muggleborn wixen staged in hospitals and government positions to watch for magical children find his case and planned to find a wixen couple for him to live with, but his injuries left him in a wixen care home instead.
The accident cost Harry both his legs and gave him a TBI that affects his memory often, leaves him with seizures, and affects his ability to learn because it happened so young. His new muggleborn caseworker decides to keep him at the care facility instead of a foster family. They don't know his name and a foster family would send him to Hogwarts in a few years, which is not designed for the disabled and short term memory loss in a big confusing castle is just asking for trouble.
This is challenged when a letter for 'Harry Potter' arrives along with a scowling potions professor.
