She goes out of her way to bother Haley and give her a daffodil she keeps finding in the most random places. She owns a little cow family named after silly, unfunny cow puns. She knocks on Haley’s door to borrow her sister’s sewing machine carrying a bunch of fabric she probably got from her own sheep.
So no, Haley doesn't like her, because even if Sierra is everything new and charming and beautiful, she's also not a boy. And Haley can only wish that she was.
