Summary
Sanji does not waste food.
If a dish doesn't taste good, it simply hasn't been prepared well. He's never faced an ingredient he couldn't make not just edible, but delicious. He prides himself in this. He can't entertain the thought of doing anything else with his life, because cooking comes so naturally to him. To see others delight in his work makes him feel worthy of living. He scolds his crewmates if they don't finish their plates, or at least save their leftovers. Food is a good, pure thing, and Sanji cannot stand to see it go to waste.
This is why Sanji does not eat.
