Summary
After the incident with Gilora, the O'Briens have a dinner, and Miles gripes about argumentative Cardassian flirting. They have had a lot of wine, which is probably why he's telling this story, and probably why another Cardassian gets mentioned, and Julian too, and most definitely why Miles forgets himself and mentions all the times he's seen them arguing.
“They...argue?” Keiko's voice is very quiet.
“Yes, I was just saying…” Oh. Oh no. “You don’t think?”
And suddenly the two of them are involved in his best friend's love life, which Miles is most definitely (not) regretting.

But when Castellan Garak and Military Minister Kira find the body of Julian Bashir—with a heavily encrypted datarod containing the last fifty years of covert operations by Section 31 in his hand—on the eve of the treaty signing on Deep Space Nine, negotiations fall apart.
There is some nuance to it, of course, but what is nuance when your friend’s dead body has been found in a stasis container in Cargo Bay Four?
Or, Julian dies in the name of service to the Alpha Quadrant, but does a poor job staying dead. It does get his friends back together in one place, though.

“I just wanted to report that due to the revelations of your genetic modifications, you have been withdrawn from consideration for the LMH program,” Zimmerman announces, rocking on his heels.
“Yes, thank you, I gathered as much,” Julian says.
“As such, there’s no reason for me to keep this,” Doctor Zimmerman says, and produces a datarod. “Character interviews; completely worthless now. You might as well have them.”
Julian blinks, thrown off balance. “Thank you?” he tries, taking the datarod.
Zimmerman just shrugs. “There’s nothing to thank me for,” he says. “They’re simply of no use to me.” And without another word, he continues onto his transport.

Reeling from the revelation of his genetic enhancements, Julian is presented with a temptation: the unfiltered opinions of his friends and coworkers. Of course he's going to look - and in so doing, he discovers an interview he wasn't expecting: one Elim Garak. The only thing even more surprising is what Garak has to say.

kukalaka69: While learning about some of the intricacies of the Cardassian tax system was certainly fascinating, I definitely wanted to know more about the characters and their motivations beyond their jobs. Melrok and Dira had some fun repartee, and I would have liked to read more about their friendship. More importantly, there was no consideration of Esgatt’s moral reason for embezzling government funds, which made the ending rather rushed and predictable.

Summary
Sometimes it feels impossible to compare the Q described in Starfleet records to the one that pops on and off the ship at his own leisure. It really shouldn’t be, especially given that Jean-Luc has provided almost all the information, but reading Q’s description on paper is vastly different to enduring his presence.
For example, Q’s file now states that he is averse to touch with physical beings. Words that Jean-Luc himself wrote stare back at him from the screen, but he cannot bring himself to believe them.
Jean-Luc can recall a hundred casual touches: a mouth next to his temple, an arm around his shoulder, a finger tracing his ear, a hand reaching for his across his desk. These were not the behaviours of a touch-averse creature.
