The newly appointed Firelord probably thought she was deranged for wanting to help his sister that tried killing them only days before, but he offered no objection when he signed it off.
However, Katara never would have thought that it would involve an introspection of herself and a budding relationship with the Princess that shined uncomfortably bright.

Zuko does not notice when the Water Tribe girl first stirs. She is staring at his face — his scar — but strangely it is only when he faces her head-on that she is afraid.
She is the first person who ever flinches at his right side instead of his left.
He begins his interrogation at once. Uncle has dozed off, thankfully. If he knew she was awake, he would slow things down by offering tea. Still, Zuko is not a total barbarian. He thrusts the lukewarm tea in the girl’s direction. She looks around wildly, no doubt disoriented by her surroundings and Zuko presses his advantage.
“Where is the Avatar?”
A canon-divergent tale: Katara must protect the newly-found Avatar from a Fire Nation Prince, although he is not quite who she expected. But Katara has plenty of secrets of her own...

With the assistance of the Order of the White Lotus, he deposes his brother on the Day of Black Sun.

She’s weeks away from receiving her degree, already crafting her cover letter for the job she’s been working towards for five years… but life feels empty without her friends and family.
Lonely, and with a shared balcony and interest in tea and gardening, they help carry each other’s burdens and learn something along the way.

His voice doesn't lose that sturdy but pleasant quality, even as he threatens them, making eye contact with each to show how serious he is.
The pause seems to drag out for an eternity, the only sound the rapid-fire beat of her heart rushing in her ears. The firestarter attaches the waterskin back to his belt before he seems to stare straight at her.
"I am here to kill the Firelord."
.......Five years since the passing of Sozin's Comet finds Zuko struggling to come into his own as the Firelord while trying to figure out what to do with the Fire Nation colonies, a politically complex problem that may or may not have something to do with the uptick in his assassination attempts. Mix in team avatar, an increasing new awareness of Katara and you have all the elements of a rocking good time.
