“I’m not going to kill you, silly.” Jinx waved a hand at her, not even looking in her direction anymore. “Where would the fun in that be?”
Suddenly, she pressed against Caitlyn again, forcing her vision to fill with that manic face. “No,” she whispered, sending puffs of breath against Caitlyn’s lips. “You’re going to stay right here. And you’re going to see what it feels like when people decide to give you up.”
Jinx was cackling again. Her body trembled with mirth, almost rubbing herself against Caitlyn.
“And then,” Jinx continued once the laughter had passed. “Once they give up hope. Then, I’ll send you back—a present from Jinx to her dear old sister.”
Jinx bared her teeth. “I won’t even break you too much before I give you back. Probably. Vi needs to be able to recognize you, after all, Cupcake.”
It took everything in her power not to flinch away from the girl. Gods and Aspects, help her. They were the only hope she had left. She’d been kidnapped by demon.

Jinx doesn't go straight for a family reunion after capturing Caitlyn. Instead, she wants Vi to know what it feels like when your loved one vanishes from your life without a trace.

Summary
It becomes apparent to Silco quite quickly that he may have overestimated his ability to care for a child. Especially one prone to frequent meltdowns and mood swings as Jinx.
Thalia owed Silco her life so he cashes in on the debt. Thalia was known for being able to wrangle those high on Shimmer, and keep control and firm order. So Silco pulls her in to deal with Jinx and her violent tendencies and explosive outbursts.
