First analysis is on Midnight and my issues with her comments and how i would fix those.
Midnights Quirk requires open skin to release the gas, usually shown to come from her arms. Midnights costume completely covers her, meaning every time she has to use her quirk she has to rip her costume, which while the costume appears to be an easy to rip material, it is still inconvenient and also giveaway to enemies on when she's about to use her quirk, giving them time to prepare and attack.
Her original costume, while not wonderful was better, as it fit the idea she was going for while her quirk can be easily released, however that was also not perfect, as it had no protection. I think midnight should have her arms left bare, so her quirk can be released while her legs and body are covered with the same easy to rip material in case she needs to release her quirk anywhere else. Potentially a corset, similar to the one she has, except it properly covers her body, which would work as protection and support, potentially made out of a strong material to work as armour .

The jacket from her original costume could also be adapted, holding weapons, handcuffs and anything else needed, however it should be tied, even if loosely so it doesn't get caught or get in her way. The jacket version could be a "winter" costume while the "summer" version can have pockets and straps attached to the corset to hold weapons and handcuffs/ties.
Midnights weapon selection as well isn't great, while her whips fit the theme, they are short and don't look lile they'd do much damage, whips can be an incredibly useful weapon as they can both ne used to pull enemies towards you and injure them.
I think so having a variety of weapons just incase is also good, and they can be on theme to. Id say a longer whip would help in fights that her quirk won't help in instead of the glorified fans her design has.
