To Fix a Society

Summary:

Izumi decides that it’s time she fixes society after having to suffer with her twin sister for being quirkless even though she had her father’s quirk, All for One. Asking her sister to spy at UA and their friends who have also been pushed to the extreme by society to help her, they become villains with Izumi using her father’s old contacts. Follow her as she reforms society to what it should be, where no heroes are either what they are meant to be or they face consequences. Izumi knows what it takes to fix a society, and she is willing to make the sacrifices needed to do so.

Chapter 1: Deciding Enough is Enough

I looked down at the paper that started all of this before looking up at the city that I had made safe for all.

 

Two Years Ago 

 

“So, let me get this right, I have to go to UA as a spy and you’ll build the league to be more than just those we found through Society’s Forgotten?” Kyu asked, looking at me annoyed.

 

“Come on, it’ll be easier for you to handle UA while I handle the league. I have dad’s quirk so if I go then the quirk would be in danger. You’re more than enough to go to UA, at least until needed,” I explained.

 

“Fine,” she sighed. “Is the plan for me to just do it quirkless or will you be giving me a quirk?”

 

“Sis, as much as I love you, we both know that as soon as you have a quirk Bakugou will flip his shit,” I chuckled. “You’re smart enough to fool them, all you need to do is out-think Nezu on the entrance exam and cheat the points you need. There’s bound to be something hidden online to make it easier for those who don’t have very powerful physical quirks. Use your intelligence and get in there,” I said, looking at her.

 

“Jerk,” she said, shoving my shoulder.

 

“Love ya sis,” I said, hugging her and giving her a kiss on the forehead. “Now go spy on the good guys while I make it so we can take Japan over and make it better.”

 

“Alright, let's do it,” Kyu said, walking off.

 

“Now, time to go meet up with the others,” I said, walking through the warpgate.

 

I waited by the outside of the building that dad had set up as a hideout as the people from Kyu’s and I’s online chat room for people who are fed up with society and kinda led me to this current plan. I watched as a group of people walked over to me.

 

“Izumi, what’s this all about?” a girl with pink skin named Ashido asked.

 

“Yeah, you normally don’t sound so fed up online,” a girl with dark green hair named Tokage added.

 

“I’m done with society, fully done,” I admitted.

 

“What do you mean?” a boy with dark purple hair named Shinso asked.

 

“I’m done with getting pushed around with my sister just because we are different. I’m done with having to hide who I really am just because of the way society is right now.”

 

“What do you mean by having to hide who you are?” a girl with purple hair named Jirou asked.

 

“What I’m about to say doesn’t leave this group unless I say it can alright,” I said, meeting their eyes. “I’m not quirkless, I have my father’s quirk. The thing is, he was a villain, one of the major three from when quirks emerged,” I explained.

 

“Major three? I only know about Destro and Peerless Thief,” a girl named Hatsume said.

 

“That’s because everyone thought that he was a myth, he was called the boogeyman of the underworld. He was called by the name of his quirk, my quirk, All for One. He was also called by what his quirk did, the Quirk Thief. I can take and give quirks to and from people. Right now I don’t have a lot compared to him, but still, I have to hide them from everyone or be labeled a villain. So I’m going to be the villain society made me,” I admitted.

 

“What do you mean society made you?” Jirou asked.

 

“Once Kyu and I were born, dad retired from villainy. He did run the stock market basically with his investments, but he was cut off from the underworld. We were a happy family with him using his real name Midoriya instead of his fake one, Shigaraki. That ended when Kyu and I were six, when All Might attacked our house with all of us in it. Kyu and I were hidden but not before dad transferred me some quirks. We watched as All Might caused our mom to become a-a splatter of b-blood on th-the wall in an i-instant. D-dad’s s-skull was c-crushed and s-some of his b-blood l-landed on me a-and I pulled a-as m-many quirks from h-him b-before he d-died,” I explained as I started to tear up. Huh, guess I’m still not over it. I thought to myself. 

 

“Oh my god,” Tokage said, pulling me into a hug. 

 

“All Might killed them?” Ashido asked, stunned.

 

“To m-make matters worse, m-mom was i-innocent. She n-never c-committed a-any crime.”

 

“Wait, Izumi, what exactly are you planning?” Jirou asked.

 

“Dad kept a f-few of his o-old lairs. Th-this is o-one. I’m going to r-retake his t-title and throne,” I said, wiping my tears away as Tokage released me. “I w-want to t-truly make s-society better. But I-I can’t do that as a h-hero.”

 

“You need to do it as a villain,” Shinso guessed.

 

“I know that you don’t have to, but I wanted to ask if you would be willing to help me do this,” I said, pulling myself together. “I won’t judge you or anything if you don’t.”

 

“Hmm, I’m in, but on a few conditions,” Tokage said.

 

“Same,” Jirou added.

 

“If you think that you’re going to be doing what’s best for society then I will help,” Ashido agreed.

 

“Screw it, everyone always said that I’d make a good villain,” Shinso sighed.

 

“Oh, I can’t wait to make babies with all of you!” Hatsume exclaimed.

 

“Dear lord, we need to work on your phrasing,” I chuckled.

 

“Wait, where is Kyu?” Jirou asked.

 

“Well, I have a special place for her. She’s going to be our mole in UA,” I told them.

 

“Sorry what?” Tokage asked.

 

“Come on in, I’ll explain once everyone is together,” I said, recalling the others as I opened the door. I walked in and saw a young adult sitting at the bar with artist gloves drinking a glass of whiskey. He had light blue hair as he looked down. Kurogiri stood behind the bar where he normally was. “Kurogiri, Tenko or Tomura today?”

 

“Tomura,” the man rasped.

 

“Um, Izumi, who are these two people?” Ashido asked.

 

“Everyone, meet Tomura Shigaraki and Kurogiri. Tomura has DID so if he tells you to call him Tenko Shimura then I highly recommend doing so. He’s been able to fully split the two of them but if you start calling them the wrong name they tend to blend together which ends, well,” I fell off.

 

“Shitty, for everyone, ourselves included,” Tomura said. “Good rule of thumb, if we’re playing video games, it’s Tenko, if we’re planning something, it’s Tomura. If we’re fighting, eh, fifty fifty. At that point just call us Decay and we’ll say who it is,” he explained.

 

“Exactly, and Kurogiri is an old ally of my father’s whose quirk is very useful, it’s called Warp Gate. He can create portals made of shadows to either a person or co-ordinates he knows of,” I explained.

 

“Would any of you like something to drink? I have milk, juice, soda, and coffee,” Kurogiri offered.

 

“I’m good,” I said.

 

“Izumi, what is this place?” Hatsume asked.

 

“An old hideout of my father’s. I’m going to be using this place as the main base of operations, but there are others that I will need to fix up before we can use them,” I explained. “So, the end goal of everything is to make a society that doesn’t care if you have a quirk, a mutant, a marginalized quirk, a powerful quirk, or a weak quirk. I want to keep people from having to suffer. People will get hurt, some may die, but if I have to be a villain to do this, then I will be a villain that is worse than my father, because I won’t stop at the underworld. I’ve accepted the fact that I will be seen as a villain and that people will hate me, but this is my plan and I will complete it,” I said, holding up a folded piece of paper.

 

“So, here’s my condition,” Tokage said. “No killing innocents. Criminals and villains I’m alright with, but I don’t want to hurt those who don’t deserve it.”

 

“Deal, however, can you be willing to accept the fact that accidents happen and someone might get hurt?”

 

“Hurting people is acceptable, but I want to avoid it personally.”

 

“I want you to stay who you are and not become a person who sends people on suicide missions because you don’t think that they are useful for you,” Jirou said.

 

“Ok, but I will be relying on you all to help me and if you see me start to go that direction to pull me back,” I said.

 

“I want a place to make babies!” Hatsume announced, getting both Kurogiri and Tomura to give her a strange look.

 

“She means support equipment,” I sighed. “I’ll start clearing out another one of dad’s old hideouts.”

 

“I don’t want us to just become bullies, we go after those who deserve it and no one else,” Ashido declared.

 

“Works for me,” I said.

 

“I want to see this plan of yours,” Shinso said.

 

“Here we go,” I said, opening it up.

 

“Hold on, we are planning on doing what?” Tokage asked.

 

“If we want to change society we need to show its true nature, and that starts with us making a name for ourselves. Every year the HPSC sends one of their “sponsored” heroes to UA to talk about how they work together with heroes for the second years on the same day and they announce it. Most of the heroes that are “sponsored” by the HPSC are some of the most corrupt people there are since they actually work directly for them. Honestly between them and actual criminals they have worse crimes,” I explained, pulling out my report on some of the heroes that work directly for the HPSC, Hawks, Streak, and Thinker. “My plan is that we cause a disturbance on campus, attack a class or something and have them come at us. Then I will take their quirk. As soon as word of a quirk thief gets out the HPSC and Nezu will stop their little shadow war, but tensions will still be there. Basically our goal is to make it a large three way war and make it so most of the fighting takes place between their sides. Then we come in and take down the winner between them,” I explained. 

 

“This plan is insane, and you actually expect it to work?” Jirou asked. 

 

“Well, this is what I want them to think our plan is,” I admitted. “Realistically, we will be taking down villain and terrorist groups in the shadows and claiming their strength and supplies for ourselves. We will be villains, we will hurt people to get here, but in the end it’s for the greater good,” I explained. “Still, we need to make sure that we only seem like villains who are fighting over territory. Also, we need to secretly reveal the truth of the heroes and their blatant corruption and abuse of power, and that all of our attacks are on them and anyone else who gets caught up are casualties of our war against them.”

 

“What about All Might?” Shinso asked. 

 

“He might not be directly responsible for his corruption, but he has been given too much power by the HPSC that he can commit plain murder and they will sweep it under the rug. I won’t hold back against him no matter what,” I said. 

 

“I honestly can’t blame you,” Ashido admitted.

 

“So, that’s our first big play, how do we get there?” Tokage asked.

 

“We train,” I said, smirking as I made plans to push all of their quirks to the max and then some. 

 

“Before that, we need to vanish from our houses ,” Jirou added, being careful around the word with Shinso around since we knew about him being in the system.

 

“Oh, I ran away from the latest place a week ago,” he deadpanned.

 

“I am already good,” Hatsume added, her tone not its usual cheerfulness.

 

“I should be good to just vanish. My parents aren’t home often and are normally touring with their band,” Jirou explained. 

 

“I might have some issues with my aunt but I can try to leave a note and tell them that I am leaving Japan,” Tokage offered. 

 

“My mom’s protective of me, she won’t just accept a letter or anything like that. She will go on a manhunt for me,” Ashido said. 

 

“How about this, get permission to stay the night somewhere and just disappear. Cut off all contact with everyone,” I suggested. 

 

“I suppose that could work. So, meet up here tomorrow?” Ashido asked. 

 

“Yeah, whenever you want will be fine. I’m going to be here all day, Tomura might be here, and Kurogiri will be at his actual bar, which is also a criminal den, but whatever,” I explained.

I just can’t let go of this idea of AFO!Izumi villain. This is about my third or fourth try at this, but it’s also my most planned version of it. I have the first five major points of this story planned out while I normally only have the first one or two. I will say this, parts will seem like I am pulling things out of my head and forcing it to work, but there are reasons why everything is as it is. If you have any ideas for characters who you want to be villains under Izumi or traitors with Kyu let me know!
