I highly advise writing the story itself in a proper word processor like Google Docs or Word if you are currently writing it in the AO3 box itself, but when you want to save a draft, go down to the bottom of the page and click 'Preview'. Now you can see how it will look to users when you post it, but more importantly, you've just turned it into a draft. If you leave the tab, you can return to the draft by using the 'Drafts' page on your user profile.

If you then make some changes, now you can scroll down and save these changes right away with 'Save Draft', or click 'Preview' to see how these changes will look, from where you can 'Save Draft' or 'Cancel' your changes.

As great as the idea is, I think that it would inevitably lead to harassment rather than co-operation

From a glance, this bill says that the attorney general may bring a civil action if an organisation violates age verifications. A civil case is very different from a criminal case. First, for a civil case to move forward, a citizen must file a formal complaint about the issue to the court. Usually the attorney general acts on a complaint after considering several factors: how many complaints were filed, is the evidence is strong, is the likelihood of winning high, does it set a precedent, is the severity and scale of harm higher than usual, is winning the case likely to inspire future deterrence for similar situations... etc. The attorney general is usually very busy and has broad discretion for which cases they bring to Court, so they try to pick the most urgent and impactful cases. That means that they decide whether or not it's even worth pursuing civil action, and they have the ability to simply ignore a received complaint if they don't think its worth the time or cost of litigation. The penalty for losing a civil case is usually damages (loser must pay money to the winner). Rarer, a permanent prohibitory injunction (court orders the loser to stop doing something). Even rarer, a permanent mandatory injunction (requiring the loser to do a specific action). Injunctions are rarer because Court really doesn't like babysitting the losing party to make sure they're doing as they're told, and mandatory injunctions sometimes don't make it past the 13th amendment, require very strong justifications, and the burden of justifying them would fall on the attorney general in this hypothetical. Which would take even more of their busy time. It takes so much time and effort, and Court doesn't usually have the time.

So to summarize my thoughts: if the bill requires age verifications, if the bill applies to AO3, if many someones file formal complaints against AO3, if the attorney general decides it is worth their time, if the case makes it through preliminary and discovery without getting settled (I would say 90% or more of all civil actions are settled and never make it to trial), if plaintiff wins the trial, AO3 might be required to pay a fee.
