Operator Introduction:
Operator Higuchi Ichiyou used to be an online streamer in a certain nomadic city. After being recommended by Operator Akutagawa Ryuunosuke, she signed a cooperation agreement with our landship. In addition to providing broadcasting services for our operators, she is responsible for hosting events and other work, as well as providing support when Rhodes Island interfaces with media organizations.

II. [Increase Trust to 50%]:
Operator Higuchi Ichiyou was born in northern Victoria on the edge of the town of Boschendal. She was raised in poverty with her sister being the only relative left of hers, so to avoid adding to her sister’s burden, she decided to travel south from place to place, towards the city of Caladon upon reaching her adulthood. There, she found employment and took up residence, coming into incidental contact with multiple Rhodes Island operators, with one of them being Operator Akutagawa Ryuunosuke.
After foiling a Caladon city councilor's plot, she was recommended by Operator Akutagawa, and upon passing the tests, she was taken in as a host for our events and supporting our communication with the media outside of our scales.
With that, she has settled in perfectly and stayed with us ever since.

With stability returning to her life, Higuchi once again began saving up to send some money back to her sister at home.
Her sister’s reply came very quickly after that. Aside from the normal catching-up conversations, there was (between the lines) a repeatedly emphasized concern. She was scared that Higuchi might be up to something dangerous, given that she'd suddenly acquired a respectable sum of money. To lift her sister’s worries, and that Rhodes Island just so happened to be near Victoria's northern border when she sent her second remittance, she wrote a letter asking to either drop in back home, or, if her sister was just too worried, she could bring her along to Rhodes Island, and the travel expenses this time would be all paid by her.
Thus, some weeks later, Higuchi met her loved one once again. And standing there was an exhausted, but resolutely determined Feline woman.

IV. [Increase Trust to 150%]:
On returning to the dormitories after the reunion, Higuchi gave her sister a simple rundown of her situation at Rhodes Island, who remained skeptical of the organization. However, thanks to how they'd been treated so far and hearing it from Higuchi herself, a weight finally fell from her sister’s mind.
As evening fell, the riot created by the reunion finally wound down, and Higuchi finally had time for a heart-to-heart with her sister. After that conversation, her sister understood that Rhodes Island can provide her things that Victoria cannot, and that her younger sister won’t give up on this opportunity any time soon. And so, with her sister’s approval, Higuchi officially decided on her own goals. She would work and study abroad on Rhodes Island, and with that as the crux, imagine her future prospects with vast, wild abandon.
Though this land remains gray, at least what she sees in this moment is a clear, sparkling future.
V. [Increase Trust to 200%]:
With more and more Victorian operators joining our ranks, we have also gotten a deeper understanding of Victoria’s current situation.
One thing that is apparent is the increase in the number of refugees. Some of them are trying to escape the worsening situation inside, while others were forced to leave their politic-stricken homelands behind.
The situation in Victoria is worse than we first thought. It requires our attention to the matter at hand, especially when there’s multiple accounts saying that she... has come back.
Many operators under our shelter have been looking for an answer as to what happened, because many of their misfortunes came from said rumor. From the Caladon city to the opera troupe, all were connected to the rumor of her resurfacing on Terra.
We still have yet to be able to make it into several major Victorian cities, but we've already set up numerous offices within its territory near the borders. Our first and foremost goal is still the treatment of Oripathy patients in the nearby areas, but we will, eventually, reach Victoria soon.

Per your wishes, we've recently managed to obtain some leads, and made contact with some pertinent Victorians.
Let's start with the conclusion we've arrived at—Although research on the political aspects of the country currently may seem to be a de facto taboo on the surface, it is certainly not a subject matter that's been completely ignored.
There is a group of people, including Higuchi and her sister, who have been following the situation for generations after generations.
Of course, we don't currently have nearly enough information on this matter, but now that we have leads, we will continue our investigation as necessary.
