Located from a hidden tunnel in Mt. Moon; lies Silver City. Before Saffron City and a tragic accident, Silver City used to shine brightly. It’s main attraction being a large refinery and reactor as well as a bustling night life, though it did have a scummy side to it in the outskirts. One day a horde of Pokemon attacked the reactor causing it to shut down and since most of the people there didn’t know how to fix it they left. The people who remained did their best, but the towering monument of their failure loomed over them, so they clung to the only other thing they had. The night city, where there was barely any law. Though this too failed, until a new leader came into play. One that kept rule and order, but would turn a blind eye if it didn’t cause too much misery among the people. A new corporation, bringing back the reactor, but at what cost? And why did the Pokemon attack years before? Welcome to Silver City.

Before Saffron City, before Celadon City, rose to prominence, there was Silver City—an ambitious settlement hidden beneath Mt. Moon, where industry and innovation once thrived. Its great reactor and refineries provided energy, light, and purpose to the people who carved out a life in the mountain’s shadows.
But then came the day of ruin: a sudden horde of Pokémon struck the reactor, forcing it to shut down. No one knew why they attacked, and without the knowledge to repair it, much of the city fled. What remained was a hollow monument to failure and a population clinging to scraps of survival.
Out of that void grew the Night City—a lawless maze of neon and shadows where people sought distraction, power, or escape. Over time, order returned through the hand of a new leader and a corporation that promised to restart the reactor. Yet whispers linger: what cost will the people pay for its power, and what truth lies behind the Pokémon’s revolt years before?

The Professor’s Mansion and Lab: Professor Ajisai was a Pokemon professor who was struck off after finding Pokemon of the same type or fused. His investigations led him to Mt. Moon where he discovered a Steel Type Vulpix. However he vanished shortly before the stampede. Investigating the mansion reveals connections between experiments and the Pokemon in the area. This led him to investigate the lead scientist and mysteriously vanished. Exploring the mansion reveals that Silver City was rebuilt because of a feedback from the reactor and a mysterious fire set in the mansion. However to get further into the mansion more badges need to be gathered leading to more and more of a disturbing truth and why Mt. Moon was so important as well as the meteor that crashed there. However most people assume that the Professor who owned the mansion, instead there were a group of scientists but Ajisai was the most well known while the others were always just held up in the mansion. You find this out by talking to an old lady tending to the garden who ignores everything but the hydrangeas, since he was the only one who loved discovery but cared deeply for Pokemon and people. She also has a Steel Type Ninetails.

The Journal Entry #334: The energy discovered, links in tandem with the energy of this world. Allowing for evolution, for things to grow. We all have this, we aren’t all the same. So why is it that finding a Vulpix of an unusual typing is a massive discovery? Everything needs to change to suit an environment. Like a Geodude living in a volcano, even rocks can melt at a certain temperature, so they would need to adapt to a fire type in order to last. It is the same with humans. Living in an environment that is hotter with greater sunlight strength and heat, people end up with skin that protects them from it. Same with darker. Why cannot this be the same with Pokemon?

The Experimentation Note: “The Infinity Energy, the lifeforce of Pokemon, it can be used to attack or evolve. However two of the same Pokemon can breed, but two different can do it as well which means their energies can be used. The means we can fuse-”
Journal Entry #590: Abhorrent. They are messing with forces that we should not. The meteorite carried stones from the moon allowing evolution for two Pokemon. However the meteorite itself has an energy that twists and corrupts. The miners below, they come back different. I need to go down there, I need to investigate.

Journal Entry #25: This Infinity Energy has been used before. Burn the page
The Reactor Ruins and Low Town: The Reactor sitting upon the peak and the sector below it now known as Low Town is an explorable area. Well at least Low Town is until after you rescue the President of Silph Co and the Marsh Badge. After that Sabrina warns you to go back to the “City in the Mountains” if you haven’t found it at that point she directs you to it. If her warning is not heeded there will be an explosion which wipes out power and disables Pokeballs. Any Pokemon in your party that isn’t friendly towards you will begin rampaging.
The Reactor itself is huge but going down is the only option where you find out hints of what was going on. Experiments on Pokemon and people are hinted at causing the player to flee if not high enough level. Especially when the evidence begins to point to something either escaping or attacking. However there are no Pokemon in the Reactor and it is eerily quiet.
Low Town: Once the main hub of the city, now merely history. There is a remnant of a Pokemon Gym there, the set up is similar to Sabrina’s Gym and the Fighting Gym combined. This hints that there used to be a Fighting Type Gym along the Gym Challenge path. There is also a Pokemon Center, though it is barely functioning, no Pokemart in Low Town. A small bar, where a martial arts teacher (Seichirō) lives, rests there known as the Silver Sea. Most people in Low Town go mining or hire themselves as Mercenaries to survive. Some even become Rocket Grunts, but most leave to find greener pastures.
The Fighting Gym: Each square would have had a trainer there as you try to make your way to the middle. Stepping on the “teleportation” tile will fling you over to the next random space. At the end where the Gym Leader used to be is a Machamp laying down. After speaking to it five times it will get mad and attack unless you defeat the head martial artist in Yoruichi.
Night City (Yoruichi):
Now the thriving hub of Silver City. Team Rocket has a base set up here in one of the main casinos. Underground Pokemon fighting rings, bars, places for night activities are set up around this neon city. Part of it is in Mt. Moon, but disguised as a wall if you aren’t listening. However there are PokeMarts, BBQ restaurants, casino’s, bars, other types of restaurants, and inns strewn about. The main base of the new corporation is located just beyond the walls of the Night City. The man in charge of Night City is a scumbag, always collecting rare Pokemon and trainers to either serve him or serve under him, discarding them when he’s bored. Any hostile Pokemon you find most likely belongs to him. There is also a strange trainer here, muttering about darkness and flames. The main wild type Pokemon found here are mutated fire types or dual types. Poison and water types are found in the sewers, as well as food from the mansion floating down, a lot of it soiled by what’s in water. A Rocket Grunt trying to get into a hotel is found at a BBQ place, this leads to a later storyline where you can help him get in and he gives you a Basement Key. This is to unlock the locked door at the mansion. A fighting dojo is located here where Martial Artists are charging high prices to open up a Fighting Type Gym. Upon defeating the head Martial Artist and his Poliwrath, he will give you an old Championship Belt. Upon retrieving this you are able to go back to the Machamp. Upon returning the belt it will start crying and you will receive a photograph of two men grinning as they held up the belt. A Machoke and a Poliwag jumping up happily in the background. One of them is the head Martial Artist and the other looks like an old man in the bar you will get kicked out of upon entering.
The Martial Arts Dojo: A place where a lot of the delinquent youth of Silver City try to avoid. As the students there will apprehend them to show them the joy of Martial Arts and to keep them out of trouble. This is where the Martial Arts Master is first introduced throwing a delinquent over his shoulder and onto a mat despite being seventy eight. Upon meeting the player he reminds them to stretch before charging them 10000 Poke. If the player does not have that amount he will instead challenge them to a Pokemon battle. He utilizes some of the original fighting type Pokemon including a Polywrath and a Hitmonchan. He also has a few type variants including a Fighting type Charizard and a Fighting Type Jynx. He also had a Fighting Type Geodude one time, but it decided to explore the mountain and he never saw it again. (This story costs 600 Poke). But he got a Fighting Type Meowth and a Fighting Type Vulpix afterwards so he’s doing fine.
There is also a road leading out of town and deep into the mountain. However it is inaccessible due to an overturned truck and a pissed off ice type Arcanine.
The Old Man: The Fighting Type Gym Leader, Zenden, was once a champion tag team Martial Artist. Known for having huge hopes and dreams. Until the reactor was attacked, so he went to the League to try to secure funds in getting Silver City up and running. However during this time Sabrina had just been chosen as a Gym Leader. Their condition for having him continue as Gym Leader was to defeat Sabrina and take over her Gym. He lost, badly. After that he abandoned his Gym, letting his Machamp wander. Since he was in his old age at the time he was good friends with Blaine who visited. Trying to figure out why the Pokemon attacked, but he couldn’t get near the reactor and the mansion was sealed up. Blaine encouraged Zenden to take on a student, but his temperament scared away anyone trying.
In order to talk to Zenden the player has to become a delivery person to deliver food to the bar he is in. He moves between Low Town and Yoruichi.
The Martial Arts Master: Seichirō, an elderly man who taught many students and sought to rebuild his city. He often charges upwards to 5 million Poke, depending on who challenges his gym. Though said to be a quack and a fraud he has had plenty of students under his belt and a lot end up finishing their lessons more calm than when they entered. His favorite saying is “Zuruzuru, zuruzuru” and often keeps up with his students who left Silver City to forge their own path. Often having pictures on the wall that they send him of where they’ve been to. He still tries to uplight Zenden’s spirits saying that he had a bad typing matchup with Sabrina, however it doesn’t mean they should give up. He likes to give everything is all, always seen with a large grin on his face and laughing loudly. He was the secondary Gym Leader at the fighting type gym while Zenden was away. The Machamp used to be his while it was a Machoke, but he and Zenden traded them while Machamp was a Machop and Poliwrath was a Poliwhirl. Seichirō has a unique laugh that appears constantly: DORARARARARAH!
While most of the residents of Silver City are of average height and weight for Japanese people. Zenden and Seichirō start off at around 5’11”. However when intimidated or angered in battle their sprite will stand up straight gaining about half a foot because of how much they slouch. Zenden’s clothes are more traditional, hiding most of his figure while Seichirō is seen in a traditional gi and is ripped for his age. Though Seichirō gets an extra sprite when Blaine is mentioned as he twirls around and ends up with a Alolan print t-shirt, shorts, and sandals. Seichirō also has a grandson, Seiji, who left with his parents a while ago, but he has pictures of Seiji on the sailing restaurant the Goldie Sands. He’s still in contact with his son and always enjoys the updates on the grandson he trained personally as both a chef and a fighter.
Also any of his lessons, whether verbal or training he will charge for. The price lowers if he likes the player. That involves doing jobs around Silver City, helping the Old Woman with the flowers, and helping people. Or showing the utmost dedication in whatever they do, including food challenges, the casino, or finally making it into a bar despite being underaged just to talk to people. (The only thing they are allowed to drink is water and milk, but they can order food).
Restaurants include five BBQ places, a local food stall serving traditional Japanese foods, three bars (one is owned by Seichirō where Zenden drinks at), two sandwich shops, a sushi restaurant (which is weird, where do they get the fish?), and a fried noodle place.
The Mine: The Mine is a giant cavernous area, the deeper you go the more the miners are aggressive. The top three areas you need to talk to the miners for Pokemon battles. But the deeper they get, the more and more aggressive they become. Some only speak gibberish, while others are obviously connected to Team Rocket. At the bottom the text box starts glitching. Finally a Pokemon attacks but it is just as massive Muk with many faces in the body. It will badly poison all the Pokemon that it is facing against until a steel Vulpix jumps out and after using Flash allows the player to run or fight. However, attempting to catch the Muk fails with the text: “This is not a Pokemon” appearing in glitched letters. After this the Muk can be found in the open basement areas in the Mansion.

When warned by Sabrina you are now able to make it back to the reactor which is now filled with the mutant Pokemon. During this stage there have been no more journal entries found in the mansion, just rooms filled with experimental items and some pretty grim ideas of went on in there. However the reactor becomes the focus and more Journal entries come to light. Discoveries of something that came with the meteor, shifting towards human Pokemon fusions, and the fact that the reactor acted similar to a weapon used before that drained the Infinity Energy of Pokemon, but this time was draining the planet and mutating the Pokemon at an increased rate. During this quest to try and shut the now active reactor down the Pokemon are aggressive towards you.
The Muk and the steel Vulpix can be found here at the panels that are meant to shut down certain machines. This is timed. If failed the Pokemon get you out of there just as the reactor explodes through an Abra teleport. Same consequence as ignoring the warning except your Pokemon don’t attack you and you see that Silver City got obliterated and something got released.
After shutting down all the panels the reactor is shut down for now and the quests can continue. Gambling mini games, getting gym badges. However the Muk gives you a journal entry: “They found out.” is all that is left of it and a photo of a purple haired professor standing next to one who looks like he can be a Pokemon researcher from the equivalent of Australia and a woman who looks suspiciously like the old woman from before.
After the Pokemon Mansion and obtaining the Volcano Badge, two new journal entries are found in a room with a strange machine. One just has a mass of scribbles on it that upon closer inspection is just the words “Help me” scribbled clumsily everywhere. The next is not from Professor Ajisai but from one known as Professor Hawthorne. “A fascinating thing, science, it can uncover the utmost potential in the human mind not just through observation but through experimentation. The machine uses the latent Infinite Energy in Pokemon and human’s own energy to allow for fusion between body and mind. Professor Dahlia was kind enough to be used to fuse with a Muk as well as a few others. It seems like twenty is the limit. Professor Ajisai had always been a thorn in my side since the beginning but I have a different plan for him. He caught me fusing and I had to temporarily remove his ability to breathe. Professor Alium has stolen him away and locked both of them deeper into the mansion. Apparently she gave the key to some annoying kid. No matter, science always wins.”
The Basement key from the Rocket Grunt is now usable.
The Basement/Underground labs: This is where Professor Hawthorne’s experiments begin to really get dark. Forcibly fused Pokemon can be found roaming the area hostile to anyone and everyone. Journal entries talking about finding suitable candidates. As well as Professor Hawthorne himself making an appearance in the form of video recordings. Professor Ajisai’s own intervention and near death is also recorded. Professor Alium firing something at Hawthorne and pulling Ajisai down into the basement and locking it tightly. Machines strewn about mostly destroyed. There are five floors to the basement, at the end of the final door is a sealed door with a Ghost Type Pidgeot in front of it with a key in its beak.
Upon defeating the Pidgeot the door will be unlocked revealing Professor Ajisai on a table under a fusion machine. The whole room has particles drifting in the air with a text that reads: “It isn’t dust”. In the corner is a tube with a woman in it. However there is no pulse or activity that the player can see.
When waking Ajisai up it is revealed that Alium had fused him with her Ghost Type Charizard in order to keep him in a stasis. Yet it seemed like she hadn’t been able to wake him up. Ajisai reveals that the reactor itself and Hawthorne’s experiments hit a frequency that disrupted the technology that contains Pokemon and sends them into a frenzied state. If activated improperly the reactor, which taps into the planet’s Infinite Energy, will set the Pokemon in the area off and Kanto will likely be destroyed or overrun. However he had been on the verge of a breakthrough of properly aligning the reactor when Hawthorne almost killed him by “removing his ability to breathe temporarily” and he did die, if it wasn’t for Alium dragging him out there.
Upon seeing the state of Silver City, Ajisai tells the player that he’s going to reactivate the reactor and recalibrate it.
Upon reentering the reactor with Ajisai the music changes to creepy pixel music to silence with note drops happening at random. Text box is reading laughter. Hawthorne is there in his old age maniacly trying to reactivate it. Defeat him and his team of fused Pokemon of varying types before the reactor is active once again. The fight is tough since it is hard, but Ajisai has his ace up his sleeve. His Pokemon of varying types, including a Poison Type Charizard, the Ice Type Arcanine, a Psychic Cloyster, a Psychic Weepingbell, the Ghost Type Pidgeot, and his old friend, the Steel Ninetails. Upon being defeated Hawthorne is attacked by his Pokemon and the fusion monsters falling into the reactor depths. He dies laughing. Ajisai activates the reactor properly allowing for the energy to once again flow. A Clafairy begins to sing with Jigglypuff as flowers begin to bloom as the reactor produces enough energy to create enough light to look like the sun. Warmth filling the reactor as Ajisai smiles and takes in the sun for the first time in a while. He looks at the player and asks if Oak is still playing favorites.
There is still much to rebuild and the people there are still heavily corrupt. However for one moment, a sense of normalcy has returned. Ajisai also informs the player that the food is often obtained by delivery people from Silver City who go out to retrieve the different fish and meats they use.
A side mission is unlocked to help Seichirō recruit Bruno in helping Zenden restore the Fighting Gym. For Seichirō it doesn’t have to be a league run Gym, but a place where Fighting Types are shown in the best light as possible. The player needs to make it to the Elite Four in order to unlock Bruno as someone to talk to. The player needs to do four different side quests before they can convince Bruno and the rest of the Elite Four to go to Silver City. When there the Player needs to do extra quests for Seichirō in order to prepare the gym and convince the Machamp to follow the player, while Zenden drinks at his bar for half price. Then a cut scene happens where Zenden, the new Elite Four, and Seichirō have a chat. Starting off with the Machamp coming in and suplexing Zenden letting out a howl and seeing the state he is in. Doing so knocks off Zenden’s Pokeballs, letting out his Fighting Type Marowak, Hitmochan, and Hitmolee.
Then finally the Elite Four talk with Zenden about the mistakes that they made in regards to what happened to Silver City. Finally convincing Zenden to once again reopen his Gym, even if it isn’t a part of the Gym Challenge. They also promise to start work on building a road from Pewter City and Cerulean City to give Silver City better access to fresh food. Seichirō reminds Zenden of their promise after they had become fighting Champions in their youth, to be pillars to Silver City. One as a Gym Leader and the other as a Martial Arts teacher, and Seichirō can’t hold up a city by himself. Zenden laughs before both old men punch each other and knock each other out.
Music: The music varies depending on location. In Low Town it is somber 8-bit music. Yoruichi has 8-Bit Phonk and Techno combined. The Martial Arts Gym is upbeat while the Fighting Type Gym is quiet and somber. Places like the reactor, deep mines, and the basement has creepy notes playing once in a while. Even battle music is strange, often times cutting out.
When talking to Bruno and Agatha later at one of the restaurants it is revealed that the reason why the League had him fight against Sabrina was to test her. Because Zenden had an eye for excellent trainers. Always intending to help Silver City. But when Zenden lost his spirit shattered and he shut off access to Silver City believing they wouldn’t help. The League knew that they couldn’t change his mind so they let them be, something they regretted. Especially when Seichirō had his students carved out a tunnel just by punching it with their Pokemon by their side and building a road so more food could reach the starving people in Silver City.
