All his 'family' has been claimed and his sixteenth birthday is coming, his final chance of showing that he does belong with them.
They always remind him that he is part of the family, even though he wasn't born into it.
They always remind him he will stay part of the family nevertheless should he not get the attention of the deities.
Reminders aren't promises, even if they were, promises can still get broken.
