Summary
Shen Wei is a mob boss in Dragon City - the authorities are corrupt and he has been progressively taking over the city from them and the other gangs.
Zhao Yunlan is the leader of Special Investigations, which tracks missing persons/human trafficking – he works together with Shen Wei for justice from both their sides of the law in a corrupt system.
Zhao Yunlan turns up at Dixing House to 'smooth things over' because newbie Guo Changcheng had offended Shen Wei that morning.
