The problem is that so few people are even able to see what the problem really is.
The problem is that things that manage to find the balance on the knife’s edge of life are so, so hard to kill.
The problem, Jasmine Fenton realizes, two weeks after she moves into Gotham, is one that almost no one, in any dimension or realm, is able to solve.
The problem is simply put, though, even if it’s almost impossible.
The problem is this: The Joker is a Halfa.
------
Jason Todd knows Gotham - it's in his bones, in the air of his lungs, in the muscle memory he uses to carry him home at the end of a long night. The Joker has been part of Gotham for a long time. Jason grew up with that. Jason died by that. Every moment of his rebirth, he's known that his once-murder is out there. A threat, even when the monster is caged.
... Who is Jason Todd, then, when that threat is ... gone?
(He'll never be what he was, what he could have been - but sometimes... sometimes, you have to lay those old dreams to rest, and accept that ghosts aren't always bad things to have around...)
