Fair waring, this prompt is very skeletonised, and skips over certain things, I would leave the filling in of blanks to what ever author picks this up.
Inko realises that Izuku is very intelligent and has Izuku pulled from school early (before abuse gets too much) and enrolled with online schooling to be able to advance at his own faster pace. These friends are doing college thesis material before highschool entry age.
For social interactions his mother finds a quirk-less online group and they arrange with local members to meet up (play dates for the youngsters).
Izuku and his local quirk-less friends (3) are skilled at online schooling and are progressing rapidly.
They meet up at Izukus house or at Dagobah beach thus meeting Mei Hatsume and convince her/her parents to go for online schooling
They all decide that even if they can't be heroes they will use there prodigious knowledge and skills to become support course students.
They make prototype support gear from trash at the beach and test their inventions there.
Hatsume now has friends that work well with her and can understand her technobabble and speak it back.
Izuku is close friends with all of them and gets confidence as he grows up around people who don't put him down.
They all make variations of the gear they will make during the support course exam to practice using the gear and speed at making these items under pressure (full blueprints carefully sketched out and annotated).
During their years studying and learning to make gear they are also training their bodies to peak physical levels and in multiple martial arts.
All of the friends decide to make gear to replicate an old comic book hero or an actual/retired pro and as such their gear is quirk replicating gear for the most part.
All gear that they make and make blueprints off are being patented by Hatsume's parents to not allow UA or government to get hold of their gear ideas.
They decide to use the oft forgotten ruling about support devices used in the hero course exam.
They are only doing this for the kicks to prove that quirks aren't everything, they want to beat the high scores and rank highest in the entrance exams just to prove a point before bowing out.

Reactions to top 5 placement
Katsuki is an angry Pomeranian
All Might is proud and jealous
Nedzu is cackling at the chaos that is happening
Aizawa is facepalming and calling them problem children
Majima is proud of his soon to be students and worried they will be poached for heroics
Nemuri is terrified (and a little turned on) to find out that 4 of the top 5 are quirk-less, and damn effective at the hero gig
Hisashi is surprised and happy for them
Inko and the other parents are very proud of their kids
The teachers are shocked when they receive rejection letters to the hero course acceptance letters from these 5 students, wishing to stay in the support course.
Nedzu and Majima know that the sports festival is going to be a shit show.
Majima bets big money on his support course students especially after finding out about plans for Eraserhead flash light
Support course students (Izuku, Mei and the 3 quirk-less OCs) are working overtime during lunch when level 3 alarm happens
USJ attack is on the 3rd years and as such the students fight back until All Might shows up, minimal injuries to the students. Students require therapy with hound dog.

As they have be doing online schooling and they have excelled beyond high school level education they are allowed by Nedzu and Majima to stay in the workshop during core classes except for Nedzu's Special Studies.
Sports festival is going to be the year of the underdogs, using Izuku's quirk analysis and calculating the odds the group will figure out what events are most probable for their year and plan accordingly.

The other support course students didn't know about the plan to show up the other courses and without meaning to used their devices to the fullest and made the 2nd round without a problem.
2nd round is mostly students that can function without using their quirk. Only 21 hero course students make it to the 2nd round to the shock of the crowd. Most of the rest are support course students with a few Gen Ed students. (IncludingSshinso)
Students reject transfer to hero course, Mineta transferred to gen Ed, Shinso transferred to hero course.
HPSC are pissed that these quirk-less students have shown up future heroes and then rejected a transfer to the hero course. There are also pissed they cannot get the gear blueprints as they are not under UA patent control.
Inform teachers early that Iida will go for revenge on Stain for the attack on Ingenium. And give quirk analysis on Stain to be passed on to heroes in Hosu
I Island is gonna be another cluster fuck cause these students have booths and are showing off their (ready for battle) gear.
All persons new gear can be “summoned” ala iron man mk42 armour
Melissa Shield requests transfer to UA to work with the crazy quirk-less geniuses.
As I Island is not under the control of the japaneese government they cannot be arrested for vigilantism, not that they could anyway as vigilantism is the act of using your quirk to do hero work without a licence.
The training camp would go as normal but someone else would have to save Kota (probably Asui Tsuyu as she has younger siblings).
During the kamino ward they can technically take part due to as said previously vigilantism requires a quirk.
