Notes:

Steve goes on to do art and lead marches and fight bullies, and modern medicine helps keeps his panoply of health problems under control, and Sam and Bucky move on to do Falcon and Winter Soldier shenanigans! PROBLEM SOLVED.

  yeah -- I was going to write more, but then I was like "wait, Steve had the perfect retort to the Nat/Clint Vormir shenanigans back in Infinity War." Like -- the whole point is to REJECT THE BAD GUY'S PREMISE. The fact that Endgame decided to play Vormir the way they did was ... >:/

I AM SOBBING OH MY GOD THIS IS PERFECT
The first time I read this I thought it worked because Steve and Captain America are separate people, and I was all full of feels from that, but then I read it again and realized TINY STEVE HAS RETURNED TO US and that's even more perfect and I'll just be over here happy crying and assuming that this is background canon in Falcon and Winter Soldier that they just won't reference for actor contract reasons <3 <3 <3 <3

  Hmm yeah that "2 people" line can be a bit confusing -- I kind of struggled with what Red Skull would say there, especially since the initial conceit of the Soul Stone is so contrived to begin with. Like, what happens if one person shows up instead of 2? What happens if the two people who show up have no love for each other? What if the person A loves person B, but their one true love is person C, who isn't on Vormir? Maybe it would have worked better if Red Skull just said "that's not how this works!" hmm...
  But yes, I'm glad I got this finished before FATWS, so that I can blissfully pretend that tiny!Steve is taking art classes and doing community organizing while Sam and Bucky are doing their thing. (And Nat's doing her thing, ofc. Maybe helping Pepper tbh)

If it takes a soul to get the stone, you would think you would get a soul when you return it. Or something similar.

  Everything is super handwavy, so ¯\_(ツ)_/¯
  One way to justify it is that returning the soul stone returns Natasha's *soul*, but there needs to be another sacrifice to get Natasha's body back. So Steve doesn't have to give up a full soul, but something that's formed half his life/love/ambitions...
  And yup, Steve's gonna still get into so much trouble...
