Women lay eggs. Poke a hole in the egg to separate the embryo from the amniotic fluid- put that shit into a blender
Men secrete a translucent substance from their lobes to fertilize the eggs, but that shit is also put into the blender with the amniotic fluid and some kolto to taste
While the full “milk” is made from the substances of both sexes, each substance can be its own beverage

By the way, Selkath can still develop without the amniotic fluid if they’re quickly fertilized, but the chance of them having developmental delays is significantly higher.
