~~The world as it is today~~
Through all of your years working as a psychiatrist you had never seen such a sad case as the leader of the Meta Liberation Army. The League of Villains had really outdone themselves years ago. They had truly made Japan spiral into a lawless country for the majority of two years before the current number one hero "Deku" could end the chaos.
Many people in Japan were glad the situation was over, however many others, who felt the same but didn't dare to act like criminals, feared everything would go back to 'normal ' . The damage that was done to major cities in japan, the instability amongst the citizens, it made the Japanese government reach out to the rest of the world. Which was when certain rules were rewritten, new rules were created and old ones were scrapped.
As for certain hero's, even they could no longer escape punishment if the evidence was hard enough. Hawks had been convicted of murder, the commission had been disbanded and partially convicted of numerous things, and Endeavour....Well he got the brunt of it all. After the claims the villain Dabi had made, reporters were going crazy and after his statement and the statement of his wife and children there was even more outrage. Needless to say, the public wanted Endeavour in jail, which is what he got after mass evidence was presented against him.
One of the new rules established that even villains and criminals had to have a psychologist and psychiatrist if they so required. No matter what the court stated, mental help had to remain available to avoid a worse scenario than before. The hope was that villains would come to understand that their behaviour and beliefs were false and that they could be conditioned enough to reintegrate into society, slowly and steadily. The idea behind it being that a person who feels like he or she has worth, is less likely to act out.
Another rule that was implemented was a certain special case orphanage, run by the school principle of U.A., Nezu. If anyone felt like a danger to themselves or others they could go there, depending on the severity they would gain shelter and training in order to be able to function in the society. It had been clear that after Dabi, Toga Himiko, Twice and Tomura Shigaraki told about their pasts, one thing was lacking; A safe haven.
The new rules helped to regain the public's trust in heroes a little bit, but what made the public get back into liking hero's was the selflessness of a certain hero, who refused half of his pay as a statement. The pure and good natured "Deku".
~~Current timeline~~
"You do understand that this man is dangerous? We cannot let him escape" The shrunken form of the former number 1 hero, Yagi Toshinori stated, looking sternly at you with his bright blue eyes
"Yes sir, However I do wish for everyone to stop saying that. The system has already failed many, letting them brood in a dark place is NOT the way to go. I have worked with villains in the past as you know" you replied with a tight smile.
The old hero sighed, moving a hair to his golden- somewhat greying locks "If only we had been sooner..." he said remorsefully, trailing his eyes over the thick folder in your hands.
"The past is the past, however I am here to ensure a brighter future, even for the worst criminals" you replied with a tiny smile, dimples flashing as your green eyes looked at him with kindness
"You know, if anything I think this unresolved guilt you feel is something you should work on. You've done enough for the public, now it is time for you to transition into your teaching plans" she added, chuckling as he started to blush, scratching his head in embarrassment
"I suppose if the doctors orders it....Stay safe miss Luna, I hope you book some progress ".
You nodded and bowed slightly before turning around, walking away from the kind man and opening a heavily locked- first- door. The plastic card and your eye was enough to gain entrance. The second door required a different pass and a thumbprint, which you happily gave. The hallways were white and here and there they had art painted onto the walls. Paintings and frames were considered dangerous around villains and criminals, but a sterile white room was also something that could make people go insane, hence the wall murals. With a small hum you entered your office, putting down the big file you had on your next few patients. You decided to start big, opening the file only to take out a smaller folder "Shigaraki Tomura" It stated at the top, a picture of this youthful villain at the top left corner held there by a paperclip.
Shigaraki Tomura was but a mere child when he was brainwashed and used for evil deeds by the oh so famous All for One. Or so you were told, but upon reading everything that was recorded of him you were certain a lot more trauma was inside of this young man. He had only been 20 when he started making a name for himself and the league of Villains. He was 21 years old when he transformed into a villain beyond the wildest imagination; the success of All for One, his "Sensei" .
'But now he is 28...Soon turning 29...I am sure that All for One prepped him in case he would be incarcerated. I need to find an opening...Nobody starts out evil' You thought to yourself as you read through the file. If anything you had sympathy for him, you yourself always wore gloves of a mixture of materials to cancel out your quirk but it seemed he had no such luck. You scratched your neck slightly and eyed the basic information on your first patient once more.
~Case of Tenko Shimura A.K.A. Shigaraki Tomura ~~
Name: Tenko Shimura, Villain alias: Tomura Shigaraki

Quirk: Decay / All For One
Criminal record:
Crimes against a person
- Homicide / murder / voluntary manslaughter : Several witnesses have stated that Shigeraki Tomura is volatile and capable of murder. Due to his decay quirk however, more often than not no bodies were found.
- Assault / Torture: Eraserhead has confirmed to have received numerous of damage due to Shigaraki Tomura's control over the bio-engineered creatures called Nomu. He also faintly used his decay quirk before being interrupted.
- Intimidation: It has been made clear by multiple students of the U.A. that the League of Villains and also Shigaraki Tomura in person had intimidated several people at once, threatening their supervisor and role-model Eraserhead and All Might in one single incident.
- Abduction / Kidnapping: The current number two hero Dynamight was abducted, which considering his age at that time can also be classified as a kidnapping.
- Extortion / Blackmail / Embezzlement: due to the lack of witnesses not all of these accusations can be held true.
- Orginized crime / leader of Meta Liberation Army.

Notes:
- Seems to have a dry skin / skin problem which might relate to his Decay quirk
- In the beginning carried hands on his person to conceal his identity. Later it was found out these hands were from deceased family members.
- Talks a lot of gaming jargon, hence it is believed he likes games.
- Does not believe in justice.
- Has/ had an obsession with All Might
- Has / had an obsession with All For One
- Has / Had an obsession with Deku - Izuku Midoriya
- Seems to hold grudges and seems to have a spiteful nature as seen with the damage dealt to Overhauls arms.

You sighed and rubbed your eyes behind your green eyes, you really needed a nice cup of tea and a strategy "Luna Lyte, certainly you haven’t been sitting in your office all day without talking to me?” A chipper voice came into your office, startling you which made you giggle slightly “Oh no, how dare I do such a thing!” you replied with a smile while eyeing your ever cheerful and friendly colleague Chelsea Mudbaker.
“Ah, well I can’t blame ya! I mean, getting to be the first psychiatrist to work on Shigaraki Tomura...Just wow!” She babbled on with a bright smile making you laugh slightly “Aye, it is an honor indeed, but let’s first get some tea, what time is it anyway?”.
It didn’t take a lot of convincing for Chelsea to follow you to the cafeteria. You two had met two weeks earlier while discussing the re-habilitation plans that were made for both severe and minor criminals.
“So, what’s your take on him?” Chelsea asked while nudging your side with her finger. You could tell by the way she was looking at you that she expected to hear all of your ideas and thoughts, however as you had learnt through time, sometimes holding some thoughts and ideas to yourself were wise.
‘Then again, she won’t let me rest unless i give her something…’ you thought with a small amused smile “Well, to be honest I will meet with him later today...His files are a mess that’s for sure...Many witness accounts, many tapes….Not that i didn’t go through it already but he seems more complex than what his file states”
“I know right! They treat him like a child and yet he was the one to bring chaos to Japan, not All For One! If anything i think him being young is something we should watch out for...he’s still flexible in his mindset...less cunning but more impulsive...or...at least that’s what my take on him is after looking at all the video material we got”
You grinned and gave her a slight poke “Chelsea, are you stealing my patients?”
“What?! No! I’d rather not go near him! If anything he scares me! But then again everything that scares you is something you don’t understand….” she trailed off, sipping from her cup.
You could tell she was a bit bothered by the tease, however so were you by her looking into your patient. Sure criminals and villains were often portrayed in the media, however it was always so one sided- as Dabi had proven them ‘Then again, old habits die hard’ you thought to yourself while slowly sipping your tea and looking around.
Not many people were in the dining area, which made talking so much easier. You weren’t much of a people person so you avoided big crowds most of the time. The dining area had many white chairs and tables, some bowls of fruit were placed on the tables, and some magazines laid about. The place could seat about 50 people.
“So, how much longer until you meet him? Aren’t you nervous? And aren’t you handling the whole league?” Chelsea asked after a short break of silence making you look back at her fondly.
“It was either the whole league or no league. I don’t do half baked stuff...They did a lot of stuff together so it is easier to connect the dots if one of them opens up. Not to mention not all of them are as bad as the media portrays them...Or at least that is my hunch...I still have to do a clear examination of course!”.
“Hmmm, well I understand where you’re coming from! Be sure to let me in on the juicy stuff! Oh and if you need help please say so! The public was shocked to find out that any psychiatrist would do this”
“The public needs to understand that a lifetime in prison is not healing anything but maybe even making things worse...I mean remember what happened when the league set loose all of the villains in Tartarus? They didn’t seem to stop their ways...and why should they? They never learnt”
“But will you be able to learn them? Sometimes you cannot teach an old dog a new trick you know? And not to mention that most villains wont get out as easily as criminals...Their sentences take up years...you could be here until your retirement!”she exclaimed with a gasp making you laugh.
“Aye, but if my information, my insight and my expertise can prevent all of these things in the future then it’s something worthwhile...Who knows i might even retire in the same nursing home as these villains!”
“OH GAWD! DON REMIND ME! I read that they are testing that concept out somewhere in Russia”
“Whelp, all the best to them, if anything making them part of the normal might make them more normal Being psycho is more often than not an exception not the rule”
“You’re starting to sound like my teacher!”
With a wide grin you nodded and sipped the last tea from your cup before tossing it into the bin “See ya around Chelsea” while leaving the dining room and walking back to your office “You too!” you heard behind you before you shut the door.
‘Two more hours….and tomorrow I meet some of the others…’ you thought as you scanned over the files again. The pressure on you from the public and heroes were immense but you could handle that….or could you?
The two hours went by without a hitch, you had made a couple of notes on your notepad about the games that were active during Tomura’s villain times and about the notes that were already present. Somehow the witness reports seemed to be mostly from current heroes - children who were still training to become heroes at that time.
‘Are they a reliable source...should I take their view on him with a grain of salt? They paint him as pure evil’ you thought, reading through several statements.
However your thoughts were abruptly stopped by your alarm going off, notifying you that you had exactly 15 minutes left to get the the holding cell of Shigaraki Tomura
‘Me and my big mouth’ you thought with a small sigh as you got up, pulled your white coat on and looked at yourself in the mirror. You quickly fixed your chocolate brown hair and made your bangs look presentable. On your way out you grabbed your clipboard before walking down the hallway yet again.
The hallway system kept being interrupted by elevators that required passes and doors that required either an eye or a thumbprint. Your least favorite part was that it was built underwater just like Tartarus. But unlike Tartarus it held less villains and it was really hard to get from one cell to another.
It took you a total of 12 minutes to arrive at the Abyssal Zone. The deepest zone which harbors the worst of the worst. Or the misunderstood, depending on whom you were talking to.
Before you entered the room you deposited all cards and sharp objects into a safety cabin nearby and opened the door with one last card- the card to the room of Shigaraki Tomura. Without knowing it you held your breath. Would he lash out at you? Would he be angry? Perhaps he was bored and would start complaining?
‘No time like right now’ you thought to yourself while opening the door and smoothly stepping inside before closing the door behind you.
“Ah, You must be Luna Lyte, the Psychiatrist that was assigned to me” A rough somewhat dehydrated voice sounded from the room. You shivered slightly before looking at him -straight in his ruby red eyes with a slight smile.
“Why yes, and you must be mister Shigaraki Tomura”
“Obviously” he scoffed, making your lips twitch slightly in amusement ‘Two can play at sarcasm mister’ you thought before seating yourself.
‘Here goes all or nothing ’ You thought nervously, keeping your professionalism as you opened up your new and empty notepad, glancing over at him with a look of interest.
‘Perhaps this won't be so bad’

Occupation: Psychiatrist.
Notes: One of the youngest Psychiatrists as of today who works exclusively with villains and dangerous criminals.
Quirk: Drain & Pour: can take the life of all living things such as plants, animals and humans and store them in her body with one hand. The other hand depletes her of that same energy and heals others.
