  Summary

  In an alternative universe, Hydra is victorious. The Winter Soldier is their biggest hero, a living legend, and a symbol of Hydra's strength. The Avengers are defeated (but may or may not still exist as a resistance force). Now that the world belongs to them, how will Hydra run it? And what is the Soldier's role?
  An AU which is open for all writers to participate in, with their own one-shots, miniseries, or longer works. The details, timeline, and possible tropes are completely up to you. The rating can be anything from teen to 18+.
