When the existence of vampires was finally normalized and people doesn't consider them as legends and myths anymore, both sides agreed in dividing the world for both beings. Both kinds believes that vampires and humans cannot live in the same place for it was dangerous and harmful.
Recognizing their existence doesn't mean accepting who they were. Humans still fears them. They were worried for their safety and considers vampires as a huge threat for the humanity.
Vampires on the other hand doesn't like to be around humans as well, as they were mean and basically hates their kind. They acts as if vampires aren't supposed to exist, acting superior most of the time as if gatekeeping the world. Humans treats them as monsters, a thing they hates the most.
Thus, that is how the world was suddenly divided into two, in between was the City of Ruby which somewhat serves as the borderline.
City of Ruby is where the Council and the Government lives. The Council was composed of royal and elite vampires who serves as the heads of their kinds while the Government was composed of highly respectable humans who rules their kinds.
Both rulers were civil with each other, trying their best to get along because they serves as the role models of their kinds. One disagreement might sparks war, and as much as possible, they are trying to avoid that.
One of their responsibilities, and the most important one is to make and implement rules to keep peace. They have to make sure that this rule would hold back both kinds from starting conflicts and war.
On top of the rule was no matter what happens, no one should cross each other's borders. But as years goes by, the rulers grew tired of separating both beings and watch them treats each other as enemies.
They're afraid time will come and both sides won't follow the rules anymore, and possibly start war with one another. Thus, little by little, they start making steps as to how they'd resolve the tension between the two.
The first move they thought was to remove the fear of humans for their safety, which was due to the idea of vampires sucking their bloods. And so, they began looking for ways as to how they'd stop vampires from drinking human bloods, experimenting and looking for alternative ways of feeding them. Vampires do eat human foods, but drinking blood is what's keeping them alive.
When the Council and the Government successfully implemented the prohibition of drinking human blood and finally formulated a pill to control blood lust, the next move they did was to make the world a safe place for both humans and vampires.
They aims to make the world a place where both beings could roam around freely, without harming each other. They wanted to prove that there could be a good relationship between humans and vampires other than being enemies as to what the society views them.
Seems like difficult and impossible but they miraculously succeeded, as they managed to convinced both sides to give each other a chance and to start anew.
Rules were made and were strictly implemented, to make sure that the goal would be achieved. There were ten major rules and anyone who would dare to break it would be given the worst punishment no one could ever imagine.
The Council and the Government started accepting humans and vampires to enter the City of Ruby, those who are willing to respect and accept each kind and those who are open in the idea of living with together.
Academia de Ruby was then built and established, a school that is open for both kinds. It is a special school where aside from academics, the relationship between both kinds was being monitored as well.
Vampire students were all monitored, their blood lust was being controlled. Humans on the other hand were being taught on how to start and handle a peaceful relationship with vampires, as well as how to defend themselves incase someone tries to attack them.
This became a success, more and more individuals from each kind opened up in viewing each other as friends and not as enemies, though not all of them but atleast the majority were.
