he loved when you would dress up.
he loved the thought that you were getting yourself dolled up, for him.
Obviously you weren't, but the thought of it riled him up.
he had bumped into you as you were making your way to work, and he was hooked, from your little black skimpy dress that would ride up whenever you bended your legs the tiniest amount to the small tattoo you had on your hand (it was a tattoo of a question mark, may it have been related to the riddler? no, probably not, but he would like to believe it was) he would follow you to the library you worked at regularily and noticed you carrying books- specifically books on the zodiac killer and puzzles.
so, what did he do?
he found your address and full name, was he so touch-starved he would find someones address purely because of an accident?
yes, yes he was.
he had eventually hacked your laptop and phone, purely out of curiosity (and mainly wanting to see you whenever he was palming himself through his cargo pants) he could see you through your webcam, you were practically begging for someone to hack it, it's your fault you didnt put anything over the cam.
since you worked in a library he could bump into you sometimes, pretending he was a innocent citizen who was interested in murder cases, striking up a conversation with you once in a while, he had eventually became a regular, always grabbing true crime books, did he ever read them? no, but considering you were interested he wanted to impress you, he had never had much experience with women (or men) so he would make sure he wasnt trying too hard, he didn't want to look like a creep, did he?
