He's able to stop somebody's muscles for a limited amount of time. When he stops a muscle, he can enhance his own body muscle (example; if he stops somebody's arms, his own arms would get stronger) He can also stop quirks when he stops muscles, depending on the type of quirk, he can stop one that are like Todoroki's or Bakugou's.
The stopping of muscles can also make the opponent stop their quirks due to the surprise of being unable to move.
Drawbacks;
He has to stare for 5 seconds at his target and what part of his opponent body's muscle wants to stop for it to work.
His eyes can get dry and/or he become temporarily blind. Even if he can enhance the strength of his muscles, they can rip from over use. Going past his limits can also break his bones.
Costume:
I just know that it's a black tight body suit that helps his muscles and can do some massages, it also has a temperature regulator, (most likely to be used to keep his body protected from attacks like fire or ice). But his costume has something more, because he doesn't like his body, he had made another design that goes on top of his body suit, it's just a t-shirt, jacket, baggy pants and boots.
( If he trains his quirk enough , he could control somebody's body, like he was a puppeteer ) ( nobody knows why he's insecure of his body, because due to his quirk , his body has to be quite muscular)
