Summary:

Toh x Arcane crossover fanfic. It's inspired by Arcane Universal so don't expect it to will be the perfect crossover. I'm rewatching Arcane so why not, fandom needs it. Also, this story will be mostly about grown-ups from Toh.

English isn't my first language so sorry for all mistakes I (probably) well made. But I downloaded Grammarly to help reduce them to zero so let's hope it will help.

- Undercity is becoming more and more dangerous these times - Councilor said in an emergency councilors meeting. - Illegal delivery, border violations, attacks on bridges. -

- There is a war in Undercity. It is not surprising that they want to drag us into this. We can't let this happen. - said another councilor. - We need to defend ourselves, not fight. -

- We don't even have how to fight, we don't have good weapons. -

- Piltover is the City of Progress, not the City of War. - Councilor Blight said. - As a Head of the Safety department, I will increase the safety on the bridge and for now lock them. For the safety of our people. -

- Trade will also have increased protection. All goods will now be searchable. Nothing illegal enters or leaves the city. -

- But it would be good to have a weapon. A powerful one. No one knows what Undercity can do right? They would be able to blow our whole city -

- Do you want us to lose our pacifist rank, dear Councilor Snapdragon? - Councilor Blight asked, making everyone stare at her.

- Of course, I don't. I'm just saying that would raise safety for our city. -

- That's dumb. As Councilor blight said, we are the city of Progress, not War. We won't make any weapon without technology. -

- Is arent progress the best with weapons? Aren't wars make humanity progress? All necessary research was thanks to wars. - Snapdragon defended herself. - Without conflicts, our city wouldn't exist. -

Every Councilor shut and looked at themself in uncomfortable quiet. She has a point. Everything begins in a war, in a fight, in conflicts. Some Councilor wanted to talk nonverbally and others just were in their own mind. Starting playing with fingers, and changing sitting position. They all wanted to say something but didn't want to make a conflict here. All breaths, ticking of little mechanical accessories, everything was audible. Finally, breaking this silence, Councilor Blight speaks.

- Safety is the most important thing for us now. We need to make sure that no one will attack us. I propose to lock all bridges and ways to get into Undercity. And they should be guarded all the time. In the day and at night. We need to cut off from this town. We can't help them and then let's separate ourselves from them. -

- Undercity formally is a part of Piltover. - Main Councilor said. - But you are right Councilor Blight. This is the best option to choose. Cut off them, let them be a separate town. They have their own leader. -

- They don't have any more. This is why war is there. Previously leader was killed and now the civil war is going on for finding a new leader. - Councilor Graye said. Feeling all wired stares, brushed off. - I have ways to get to know this. -

- Also we... Have his son. He is around your son's age Blight. -

- He is eleven? -

- Almost twenty, but yes. - Councilor of Justice said, look at every one. - But we don't know what to do with him. He is the son of the most wanted criminal after all. We think about putting him in jail.-

- ELEVEN YEARS OLD BOY? - Blight shouted with a shook. - That's just a child! -

- But dangerous one. He beat up two of our Enforcers. And he was handcuffed. He also knows a lot, if we kill him we will lose a lot. -

- You wanted to kill a child you craz..! -

- Watch your mouth Councilor Blight. - Main Councilor commended.

- I apologize... - Mr. Blight said, sitting down to calm down. He was overprotective of kids. After all, he has a son himself.

- Lock me, but make sure some other, more trusting prisoner watch over him. Some woman that is still normal-minded. --- search files and find someone for him. He is still a child, he needs someone to watch over him. -

- I will find someone good for him. - Councilor Snapdragon suggests.

- What do you mean by that? - Councilor Blight asked.

- He is already strong and a good fighter, at least what we heard about him. We can train him so he will join our forces. -

- That's not a bad idea - Main Councilor agreed. - But now we need to focus on the safety of our City. Does everyone agree with the stuff we decided? -

Everyone looked around and put their hands in the air as signs that they agree. The city will be safer, and a very interesting person will be in their hands. This plan sounds perfect.

- But what about weapons? Maybe they won't follow the rules of blocked bridges? - Snapdragon asked, only Councilor that didn't raise their hand.

- Well... - Main Councilor stayed silent for a minute and thinking. - Who agrees with creating weapons for our safety? -

The councilor's room went silent. Not everyone was very happy about creating weapons. It would destroy their not-getting-in-fights status and no one wanted it. But they would have something to protect themselves. Finally, two Councilors raised their hand. After them, the other three raised their hands. Blight and the Main counselor looked at themself. "Sorry" he said to Blight non-verbally and raised his hand. Everyone looked at Blight, waiting for him but he didn't raise his hand.

We don't need all Councilors to agree without idea. More than half of us agree, so we are starting to make weapons. - Councilor Snapdragon said and everyone nodded, beside Blight.

Well then, every idea was accepted. I hope everyone will do their best to bring them into our and our people's life. - Main Councilor said and stand up, raising his hand. Everyone followed him.

For our people and City of Progress. - Every councilor said the words meaning the end of their meeting and slowly leave to do their job.

Blight who was leaving the last took a deep breath and looked around an empty room. Empty as always, no one sits here besides meetings. They don't work as a team, they are only random people that meet to rule the city. Their biggest mistake, they don't interact. Communication is the key to winning and to the best decision. But they keep missing it. It's their weak point. HItting in it will destroy the whole Piltover. It would be surprising if someone works against Piltover. No one will ever notice it.

I hope it will change... - Blight whispered to himself, locking the room and leaving to his house.
