20 details of this:

1. This would take place after "Good as Gold", hence Jason is no longer a Ranger after passing the Gold Zeo Ranger powers back to Trey of Triforia and serving as an alternate version of both Turbo: A Power Rangers Movie, "Shift into Turbo" and "Passing the Torch".
2. True to its name, Tommy would step down as team leader and Red Ranger of the team when the Zeo Rangers gain a replacement power set created by Billy dubbed the Turbo powers.
3. Because of this, Adam would become the new team leader after Rocky rejects the offer and yep, Rocky remains a Ranger in this version, though Justin does appear in this story but in a supporting role with the revelation that Jason's girlfriend Emily is his older sister.
4. The Zeo Rangers' powers would be depleted during their first fight against Divatox, prompting them to access in their new power set.
5. As a result, Adam becomes the Red Turbo Ranger, while Tommy's brother David Trueheart joins the team as the Green Turbo Ranger along with Rocky, Tanya and Katherine retaining their Ranger colours.
6. In addition to Tommy and Jason, the past main Rangers (Zack, Billy, Trini, Kimberly and Aisha) would also appear in this story, hence incorporating a scrapped element from "Passing the Torch".
7. Prince Gasket and Princess Archerina would appear in the opening prologue, where they fight face to face with the Zeo Rangers before Tommy decides to retire from Ranger duty. They would ultimately retreat when the Rangers defeat them.
8. There would be a love triangle between Tommy, Katherine and Kimberly, when it's revealed that Kimberly has second thoughts about breaking up with Tommy and it would end with Tommy telling Katherine that they should be better off as friends, thus resuming his relationship with Kimberly.
9. Lord Zedd and Rita Repulsa would serve as secondary antagonists when they abduct and reprogram Cogs into working with them. Obviously, the footsoldiers become useless under Zedd and Rita's control, given their alliance with the Machine Empire.
10. Blue Senturion would first appear in the opening prologue warning of a bigger threat, which is none other than Divatox's husband Maligore.
11. The Turbo Rangers would don a scuba power-up not unlike in the original plans for the film.
12. Dimitria and Alpha 6 would be introduced midway with the latter's voice being more akin to his voice from In Space and Lost Galaxy.
13. The Blue Senturion would team up with Turbo Rangers when they confront Elgar in a racing tournament before helping them to defeat Maligore.
14. The Zeo Zords would be used by the past Rangers along with the other dormant Zords such as the Dragonzord, Titanus, Tor, the Ninja Zords and the Shogun Zords and the Zord-like warriors Ninjor and Auric the Conqueror, with the mention that the Battle Borgs are under the Aquitar Rangers in the Turbo Rangers' first Zord fight against Maligore.
15. Lerigot would be omitted from this version as his role would instead be given to Dimitria.
16. Dimitria's relation to Divatox would be made explicit in this version.
17. Bulk and Skull would appear in a supporting role with a mention that their assignment at Paris didn't work as they hoped.
18. Before leaving the Power Chamber, Tommy wishes Adam the best on leading the team and as the new Red Ranger.
19. Tommy's last scene would be similar to his last scene in "The Green Candle".
20. The last scene would be the Turbo Rangers going on their next adventure with Adam saying "back to action".
