Fellow council members,
As you know, even among our staff that know of our existence, I have been a particularly forgotten one. Perhaps I was simply forgotten, or ignored, or assassinated, I know for a fact that some of you are not the same council members I have served with before, and some even seem to think I’m another 13. So, let me reintroduce myself.
I am O5-8, and I have held the position with honor ever since leaving the Ethics Committee. I then left my post after a few bad decisions, but I have continued my work to vote on matters nonetheless. However, it has been far too long since I brought a matter to the table.
SCP-X. If you are lucky enough not to know what that is, please read the attached file.
I have made countless errors, as have we all. We are the Foundation. Mistakes, however, are only done so we can learn from them. We threw SCP-X in a pit in the ground to stop dealing with it, and that is dangerous. It takes with it the danger that we will forget him, which is something I cannot allow. I have taken these past years searching through our databases and finding the SCPs that I would consider embarrassments to what we have done. And yes, that is saying something. You all remember what I did to the Researcher in charge of SCP-4686.
My fellow council members, I digress. Site X has a skeleton crew whose morale is just as low as some of our more abused SCPs. As you all know, our mission is to Secure, Contain, and Protect. You all also know that my own creed is that such tenets are a two-way street. SCP-X was perhaps the simplest SCP to contain, but instead it was abused and brought to madness. The Doctor responsible paid the price, but the fact stands that we allowed such a thing to transpire. I did what I could at the time, but I did not rise to my position until after SCP-X’s re-containment.
So, how do we fix this? Well, while it may be too late for SCP-X, I propose we expand Site X and convert it into a rehabilitation center for SCPs. We need to show these anomalies that we have the capability to care for them. After all, many of us are ourselves anomalies at this stage. The site would be overseen by the Ethics Committee, and I am open to suggestions for how to develop it, including how exactly we pick which SCPs require- and are capable of receiving- rehabilitation.
There is more to this plan, but ultimately I find it redundant to try and explain it to those of you whom have already made up their mind, so let’s get to the vote.

O5-8 watches his screen carefully from the comfort of his home. He had given his life to the Foundation, doing everything he can to make this a good place for the creatures they have to keep from the world. Staring at the screen, he frowns, having already made his vote.

An equal split. He should have expected as much…after all, old habits die hard. But hey, then he guesses it’s good that some of them do…
He smiles to himself as he presses a key on the keyboard.

It’s good that he’s been saving the thirteenth vote for a few years now. Here’s hoping eight will make good use of it the next time they need it. For now, he turns to look at the list of nine SCPs he’s been considering X-Classification based upon what he’s read up about them.

Perhaps with this, I can finally find a solution.
