In an undisclosed location - Nomu Creation Facility

Darkness.
What happened? Are the kids okay? Are Shouta, Hizashi, and Nem okay? Did they stop the villain? Why can't I move? What's going on?
Questions whirled around his head as Oboro tried to understand what happened. He remembers the kids about to be crushed and then him controlling the cloud to save them. Then he hears someone scream his name then...
What happened?
The Doctor studies the young boy strapped to an operating table, currently unconscious. The Doctor reads the file that was brought by Sensei, a profile created last minute because Garvey went and killed the wrong kid. He had asked Sensei if he would try again to obtain Erasure since that was the original target. But Sensei says no. He may be meticulous in planning but some things do slip through the tracks, so he settles for this kid. His quirk is a bit weak, more for support, rescue & flying than actual combat. All For One stands beside him, also watching.
"What shall we do now, Sensei? Garvey killed the wrong target. This kid doesn't match the description given. Should we try again to obtain Erasure?" Kyudai asks, looking worried. Erasure was a promising quirk to use for his experiments. All For One just smiles and waves a dismissing hand. He doesn't seem to be concerned in the slightest. He may be meticulous in planning but he also knows when a chance is missed and how to adjust.
"Do not worry Doctor. It may be the wrong target however that is all right. I had extra plans in case this failed. This boy may not have the quirk we need but he can still be useful to us." All For One simply says. Kyudai looks at him, intrigued. Their original plan was to have a Nomu serve as a bodyguard to Tomura with a quirk to help level the playing field or control Tomura's quirk so he may not destroy anything important. What could replace this plan?
"You see, Doctor... I have been thinking. A caretaker for Tomura is still in the cards however I have noticed an issue. When the time comes for Tomura to start making his schemes and ideas to move forward, he needs to get from one place to another quickly. He cannot always have a vehicle or transport ready so I was thinking.." All For One says, motioning to the young boy on the other side of the glass.
"You want a Nomu that can teleport people in some way?" The Doctor asks, finally understanding where Sensei is coming from. A teleporter is useful. A nomu capable of transporting people and objects in an easy & effective way. That was perfect. The Doctor looks at the boy, gears already turning in his head of how to achieve that outcome with this quirk. He may have an idea.
Just then, the boy seems to gain consciousness and tries to look around. Kyudai tries to put him back to sleep but All For One stops him. "That is not needed, Doctor. I want to see how much this boy remembers." He whispers and Kyudai decides to press the button so he may let Sensei answer questions and stop the boy if needed.
"W-where am I?" "You are at the hospital."
"Are the kids alright?" "What kids?"
"The kids from the school. I saved them from debris." "Ah, those kids. I'm pretty sure they are fine."
"Where are my friends?" "The only thing I know is that the villain was stopped by someone."
The boy breathes a small sigh of relief as All For One smiles. "This boy remembers more than I expected. His quirk will be perfect for this new plan. I trust Doctor, you will be able to complete this task?" All For One asks the doctor. The Doctor merely answers back with a simple yes. He already has an idea of how to make Sensei's plan come to fruition. All For One then leaves leaving the Doctor. He enters the room again and puts the file down while asking the boy to lie back down as he was trying to sit up, still intoxicated from the initial process of being brought back to life and trying to find his "friends".
The Doctor puts down the file and adjusts his glasses, focusing on the person bound to an operating table and currently
"Quite an impressive resume you have here boy. You will be perfect for this."
The boy asks again for his friends. How annoying. He'd have to fix that.
Should be easy enough. Tedious but easy.
Oh how wrong he was
15% Percent Complete - Oboro Shirakumo Age: 18
The process is slower than normal but it's normal for it to be like that. Even smaller beings created took quite a while to create. He just had to be patient. Making these masterpieces took a long time after all. It was natural. The boy was currently placed in a stasis tube, submerged in restoration liquid and bound like all the other Nomu. This process was tedious however it was the best way to make sure the corpse didn't rot or regress to being dead.
The Doctor looks at multiple files of other people with quirks that might be useful for combining with the original quirk to produce a quirk that could somehow teleport objects with the least amount of setbacks. That was a little harder. He sifts through multiple quirks relating to teleportation. Eventually, he managed to find the ones that seemed to be the most useful and with the least setbacks. A quirk that helped with the teleportation itself, a quirk that used coordinates to help locate, etc. Of course, there were other quirks, the normal ones that every Nomu needed like a regeneration factor, with increased strength and more.
This would be easy.
30% Percent Complete - Oboro Shirakumo Age: 21
Okay perhaps this being easy was quite wrong. Very wrong. The boy was now a young adult or so. He couldn't bother to remember. The initial quirks were already being placed inside of the subject and being altered to try and create a teleportation quirk, which the Doctor deems to be a sort of warping effect. The clouds have started becoming darker and more purple but cannot still open warp gates, much less teleport people and objects to locations. The boy now could speak again, though now his voice was a bit different than what he heard during the first time they met. This is the period that Kyudai swears was the most annoying this boy has ever been and will ever be.
The boy has been trying to escape multiple times, and he always fails. But he tries again & again, that heroic spirit that hasn't been sucked out and left to dry with the experiments so far. That was annoying. It was as though this boy was at the age where most children rebelled. That was getting on Kyudai's nerves a bit more than it should. Right now, the boy was locked up and chained inside a cell, chains holding him up while the boy tries to annoy him up there.
Admittedly, it was starting to work.
50% process complete - Kurogiri Shirakumo Age: 23
The boy, now dubbed Kurogiri is chained up again. Kyudai notices the escape attempts have stopped which was good news. Bad news, Kurogiri is starting to find new ways to irritate Kyudai, though he always denies it. Some experiments have been going wrong and certain escape attempts made by incomplete nomus were also popping up. Though they never make it past the underground, it's still a problem that needs to be taken care of. He also tries communicating with others like him though it usually fails.
Kyudai has complained to All For One about this fact but he is dismissed. Kurogiri needs to be someone who can talk with others & know how to care for Tomura. All For One also mentions being patient and making sure Kurogiri is 100% complete before introducing it to Tomura. Kyudai agrees and talks to himself that this will all be over soon. He has been making significant progress with Kurogiri, and hopefully, all this nonsense will be over.
" You know, I assumed from this height, you would be at least a bit more flattering, but I think I was wrong." Someone snickers from behind him. Kyudai looks back to see the Kurogiri still hanging up there but wearing that sly smirk on his face. He should respect his elders, everyone knows that.
"How dare you. I was handsome in my youth and I still am!" Kyudai retorts back while Kurogiri just laughs back at him. Kyudai cannot tell if he has already lost his mind or if he just acted like that even before he supposedly died. Perhaps it was both.
"Trust me, old man, if people like you are qualified to be called handsome, the earth would be filled with single ladies."
70 - 75% Complete - Kurogiri Sh█ra███mo Age: ████
Thugs are in the factory. Thankfully, there are multiple safe houses to help transport the Nomu and anything important to another location. Kurogiri has finally stopped acting immaturely and stopped the insulting remarks and now is acting almost perfectly. He has now memorized everything about being a caretaker and has now started speaking properly and the process is almost complete. He is currently running the second-floor bridges overlooking all the other stasis tubes.
"Stop right there!"
"Get back here!"
"He's getting away! Catch him!"
Kyudai manages to finally get to Kurogiri who has a warp gate ready for him. The Doctor runs through and the gate closes behind him.
Following this, Kurogiri immediately turns around and activates his quirk. He activates his quirk while the thugs try to attack using guns. Kurogiri merely opens a warp gate and redirects the bullets back at them. All the evidence that there were experiments involving quirks and genetic modification was seemingly gone as well. He was given orders in advance in case these things ever happened. One thug runs up close to him to get a hit but is met with staff hitting him straight on the head and is thrown back like a rag doll to the others. They were already tired from running that far, so Kurogiri makes swift work of them, using his quirk to teleport himself around to get hits in.
Eventually, they are lying down on the ground in a heap. They are still alive in a sense of their heart. Kurogiri can hear their hearts getting faster by the second. Response due to fear Kurogiri merely notes. He was ordered to get rid of all the evidence and kill all witnesses. Kurogiri hesitates for a second that they wouldn't remember this but he shakes it off. He has a job to after all.
"Apologies you all had to die like this. However, I'm merely following orders." Kurogiri says while taking out a lighter and throwing it below, landing inside a chamber full of restoration liquid. The liquid was also very flammable and easy to catch fire. (Though this issue would be fixed in later years, making it less prone to setting fire but still flammable).
Immediately, the liquid quickly catches fire and spreads to the other tubes, setting the whole first floor ablaze. Kurogiri sits on the railing and spots a cigarette box that was dropped. He picks it up. Perhaps he could gift it to the new informant that All For One employed. He starts walking in the other direction to the end of the bridge.
Yes, he knows that he could just warp out of there now but a small voice in him says if he was going to burn this place down, at least to do it with style. The temperature didn't seem to affect him anyway, the voice reasoned.
The fire has now spread to the second floor. He made sure to turn off the sprinklers beforehand. He then notices a small flame on some debris and decides to light the cigarette he picked out from the box. He then finally opens a portal to the other safehouse where All For One will give more instructions on how to proceed from there. He doesn't know if this was on purpose but he keeps the portal just long enough to see burning debris and metal fall from where he once stood, hearing sounds of crashing and fire as the gate closed from behind. He dusts his suit off.
Though he believes blue doesn't suit him anymore. Perhaps a dark green?
100% Percent Complete - Kurogiri Age: ███
Kurogiri has been called by Sensei. All he remembers is being recruited at one point and has served loyally since. He looks and sees a small child with blueish hair standing behind Sensei and clinging to him. Huh?
"Tomura, this is Kurogiri. He will be taking care of you from now on. Kurogiri, this is Tomura Shigaraki. He will be my successor. Make sure to guide him well." All For One says. Kurogiri looks at the small child while Sensei slightly pushes him forward. Kurogiri decides to bend down to be at eye level.
"Greetings Tomura Shigaraki, it's nice to meet you." He says, holding his hand out. Tomura hesitates but decides to take his hand, looking confused. He tries a few more times but nope. Something is not working. All For One simply smiles and Kurogiri just sits there.
"Do not worry Tomura. Your quirk will not work on him. The mist protects him." The boy looks with wide eyes. "See Tomura? He was made just for you." All For One says.Tomura looks back at Kurogiri and nods. "Nice to meet you, Kurogiri", the boy says.
