Case File Purpose: I, Naomasa Tsukauchi, am registering this file for the purpose of national security.
Case File Description : On June 10th, 2XXX, a spacecraft of previously unknown origin landed in the mountains overlooking Mustafu. The spacecraft contained a man who displayed the abilities of flight and energy manipulation as he traveled to the nearby Ministry of Foreign Affairs office to seek citizenship. Inko Midoriya, the head of the branch, called Detective Naomasa Tsukauchi to corroborate the story this man, Okora, told. Naomasa’s quirk, True Insight, allows him to determine if one is telling the truth or a lie if they are of sound mind, and if there is any quirk or drug interference. While True Insight can only determine truths and lies based on what the speaker believes to be true or false, an examination of the spacecraft and other items brought by Okora confirmed the truth of his story.
Okora is the last member of an extraterrestrial race known as the Saiyans (SAY-in/SAY-an). The Saiyans were a space-faring warrior race from a planet known as Vegeta (previously known as Plant), named after their king. The race’s hierarchy is divided into four classes of physical power through ki. The classes consisted of the lower-class, middle class, elite-class, and super-elite – the royals. These classes did not impact or determine the social or economic structures of their society. The classes were in place to determine which Saiyans were fit for which positions in the war machine that was their society, though it did play a minor role in breeding for the elites and the royal family. Okora belonged to the middle class, having a “power level” on the upper level at approximately 6,000.
While Saiyans were always a warring, conquering race, this ideology became reinforced when brought under the rule of an alien known only by the name King Cold, becoming one of the strongest species within the “Cold Force” and the primary conquerors for King Cold’s intergalactic planetary trade organization.
The Saiyans were treated with general favor under the rule of King Cold until he retired and left the Cold Force in the hands of his son, Freeza. When Freeza became the ruler of his father’s empire, the Saiyans were treated far more harshly, like mindless grunts. This treatment was the norm because of Freeza’s fascination with two ancient prophecies: the Super Saiyan and the Super Saiyan God. Okora admits he only knew the name of the Super Saiyan God and nothing about the legend, but the Saiyans knew of the Super Saiyan legend. The Super Saiyan is said to only appear once every thousand years, with immense power that destroys the wielder. Many Saiyans theorize this power to be equal to or greater than Freeza’s due to this fact. Nothing else was known about either legend, but Freeza feared both because of what was .
This paranoia led Freeza to summon all the Saiyans back to planet Vegeta and physically destroy the planet. Okora is the only survivor of the cataclysmic event. At the urging of a friend, Okora took his personal space pod, belongings and fled the planet under the cover of night. He took only technology he or the Saiyans personally developed since Freeza Force technology connects to the emperor himself. He flew to Earth. A few decades prior to this event (Okora is 42 years old as of this document’s creation. Saiyans remain in their prime until their eighties), Okora scouted the area of the galaxy where our solar system resides. Already frustrated with Freeza’s rule, and because he did not want our planet to be subjugated or eliminated by Freeza, he marked the entire region inhospitable and dangerous to terraform.
Okora has been granted Japanese citizenship under the name Hisashi after confirming the details of his story and clearing him of any psychological or quirk-based influence. After a medical examination with Dr. Iyashi Tsubasa, M.D., Ph.D., and his research team, Hisashi is confirmed quirkless and wholly alien. Hisashi’s quirk will be registered as “Genki” to explain his ability to manipulate ki without arousing suspicion.
