Lucy wasn't to blame for what she was– Cooper accepted this. She didn't ask to be born, she didn't ask to be raised in a vault nor to have the misfortune of being Hank MacLean spawn.
Yet Lucy hadn't come to accept any of these things. That's what this was all about. When he ran a blade down her cheek it wasn't born from his desire to hurt her or male her pay, but her own need for him to do those things.
If he bruised and scarred her enough then maybe that would wash away the many souls that screamed in agony when the bombs dropped, the bombs her daddy was safe from. Perhaps, if he hurt enough then it would erase her having to put her own mother down like a sick dog.
