Congratulations!
You've won the Games, you're a Victor! The Capitol, the publishers, and thus this brochure on behalf of them, offers our continued congratulations on the anniversary of your reaping! With the Games mere hours away, you're being given this information pack in order to keep you up to date!
If you're reading this, it's because you've been deemed in need of a refresher, update or information on the Reapings, and as such you will be able to find such information within this, the 85th edition of the Capitol Guide to the Reaping (Mentor's Edition).
Within this guide, we break the Reaping down into several easily digestible sections in order to ensure you are fully up to date with the Practices, Rules and Regulations. These sections are as follows.
- The Pre-Reapings: How the tributes work, how you'll be expected to conduct yourself and how you're hoping to handle this.
- The Reaping Announcements: Best and worst case scenarios. Subsections for Volunteering and the District locations for the Reaping.
- The Visitations: How visitations work, how visitations should behave and any expectations on your behaviour within Visitations.
- Initial Contact: How you're expected to contact your first sponsors. You should receive some enquiries, after all, in the immediate aftermath of the Reaping if you're lucky.

Pre-Reapings
Before the Reapings, as surely you will remember, we have our ceremony in order to build up the Raping and ensure everybody is in the proper mindset when entering the event. In this ceremony, we know the following will happen.
- The Escort will be introduced. Your escort is responsible for the etiquette and presentation of your Tributes, and will oftentimes be your most competent and effective ally. Helping to handle the Capitol side of your operation and providing a valuable outside insight, the Capitol and Ministry of Entertainment strongly encourage you to interact and involve your Escort to a great extent within your Games.
- The recap of the Dark Days and of the Second Dark Days will be played. This is a necessary reminder to the Districts of how the events of the past always influence the future, and of the mercy of the Capitol in taking but twenty-six children and offering one a chance at something greater than anything they could have amounted to back home. As such, interruptions will be dealt with harshly.
- The Mayor will give a speech. This speech will focus on how the nature of the Districts means the guidance of the Capitol is necessary, and will subsequently explore your specific District and their need to cooperate with the Capitol, including the symbiotic relationship between District and Capitol.
- The Escort will announce the Reapings, and elect whether to reap Male or Female tributes first. In a typical District, this will be Female first followed by male, which averages happening 76.33% of the time, however this is in no way guaranteed.
- Two tributes, one male and one female (for now) will be reaped from the existing pool of District Children between the ages of Twelve and Eighteen. As such, it is entirely possible Reapings could be two twelve year olds, two eighteen year olds or anything in between. This guide would advise you prepare yourself for any possibility, as there could otherwise be issues nobody wants.
During the Reapings, you are expected to conduct yourself with dignity and decorum. This means partaking in mind-altering substances or other such items is not advised, and you are encouraged to be awake and dressed in time for the Reapings. A Prep Team will be deployed to help you with all preparation necessary for the Reaping, and
It is possible you will be sent to a District far away, to serve as a 'loaner' Mentor should the Victors in said District not be available for some reason or another. In these occasions you are encouraged to hold yourself to the same, if not a higher standard of behaviour as you are a representative of not only the District you are Representing but your own District. This representation extends to all aspects of the Capitol, and until your Tribute or Tributes die you will be solely responsible for them.

Reapings
In your best case scenario, you will receive two promising Tributes. In the worst case, both Tributes will be sickly twelve-year olds. Should your way be barred by weak Tributes, this is not necessarily a failing. For One, it is evident that the Tributes being weak is no reason to doubt that they can perform in the Arena. Look at Victors such as Johanna Mason (71st Games), Link Fiyel (80th Games) and Lacie Budder (94th Games), all of whom even used their perceived weakness as a strength.
However, should your tributes be overly impossible it is entirely possible to turn the situation to your advantage. As mandated Capitol time this is a good time to work through their acceptance of failing to be up to the standards the Games demand, handle Sponsors and thus be able to get a better sponsor base before next year, and handle other errands you may not be handle at other points. As such, you are lucky in being likely to be able to leave the Control Center early and can thus network to your heart's content. Truly a benefit in these Sponsor-Heavy Games structures.
You will be expected to nod approvingly and otherwise react positively regardless of the Tributes. Whether they are twelve (averaging 67.5% less likely to gain a meaningful sponsorship amount), crying (24.2% less likely to gain meaningful support. This is tempered by the fact of many Out-District Victors having cried, thus helping the chances of criers so much) or not attractive (averaging 62.3% less likely to gain meaningful support), these Tributes are under your protection. As such, your support is vital.
Volunteering
Volunteering does vary by District.
District One tends to have Volunteers, often graduates from the Spire, demonstrating their staunch loyalty to providing the best entertainment for the Capitol.
Similarly, District Two is incredibly proud of their Volunteering tradition, Peacekeeper Graduates who decide to use their wholly standard Peacekeeper training in order to enhance our entertainment.
While District Three tends not to have Volunteers, their timidity has sometimes worked to their advantage, as the stereotypes play to the advantage of the rare Three Volunteer.
District Four historically has held a large Volunteering tradition, however after their treason in the aftermath of the 75th Games, including several Volunteer Victors from Four, Four has been prohibited from Volunteering.
In the aftermath of the establishment of the Panemois Security Academy of Vipeche, District Five has begun to have more Volunteers than usual as a result of increased loyalty. However, this phenomenon has only happened from the 79th Games, and as such is relatively recent.
District Six finds it relatively uncommon to have Volunteers, likely owing to the low Victory Ratio of Six, and as such is highly unlikely to have one during your tenure. However, impossible is a word that should never be used when talking about the Games.
District Seven Volunteers are more common than the average Outer District. Owing to their relatively beneficial industry with regards to combat capacity, they are likely to be more supportive and involved, and a Seven Volunteer can be a very good thing for Seven under the right circumstances.
District Eight has some Volunteers, due to the poverty endemic to the culture and society of Eight (Despite Capitol efforts to uplift the Districts). However, save for one these Volunteers are liable to fall early in despite of their common will.
District Nine is still relatively anti-Volunteering, and as such has not had a Volunteer in living memory.
With the opening of the Farinheira School of Excellence, District Ten loyalist sentiment has come to the forefront. Volunteers are common, and Two Victors in Four years shows these Volunteers are incredibly lucky.
District Eleven has not had a Volunteer in living memory. However, there has been some chances of Volunteers, although there's
District Twelve does not provide Volunteers.
There has never been a Volunteer in District Thirteen, owing to still active yet unfounded Anti-Capitol sentiment.
Where will your Reaping be?
In District One, the Spire Academy has agreed to host the Reaping in their main plaza. The plaza is large, the perfect place to host the almost 75,000 eligible children in One for the Reaping. They probably don't need to be there, Volunteers are all but guaranteed by law, but they all are.
District Two similarly hosts it on the Parade Ground at the Peacekeeper Officer's Academy. This is a valuable ground, owing to the stable stone surface, and the pedestal for Senior Officers is a perfect location for the Escort, Victors and Mayor to locate themselves.
District Three hosts their Reapings at Marchion's Square in Tulles, a stone's throw to the One border. It is a relatively isolated location, but robust transport networks mean it is easy to file all children into the location.
District Four hosts the Reaping at the main pier of Surgat port, a location chosen both for centrality within the District and so children can be easily dropped off and collected. While seeming cramped, the pier was designed for large cargo offloads, and so all Children are able to be squeezed onto the pier.
District Five hosts their Reaping in the main city plaza of Vipeche, just off the Strip of casino buildings that lines the city streets. This location does mean Capitol spectators are more common than most.
District Six hosts theirs on the proving ground for the Plinth Combat Hovercraft Manufactory. As a large open space it is the perfect choice, and that one day of hovercraft non-deployments does not have a significant impact on productivity.
District Seven hosts theirs at Camp 13, deep within the woods. This camp has been chosen for the centrality, with most children arriving by cart or rail. However, a few stragglers are usually expected.
District Eight hosts theirs in Central Road, Minset, as a way to allow for optimal efficiency. The Central Road is often heavily flagged and bannered, and looks quite lovely during the Reapings, proof of Eight's excitement for the Games.
District Nine used to host their reapings in a different town every year, however the assigned location is now outside the Panemois Secondary Zoo of Omar, in land donated by the Friend family instead of being used to expand their Zoological gardens.
District Ten runs all Reapings at Main Square in Ten, several miles from the Farinheira school. Despite this, students can be seen travelling down early in neat lines, proof of the skill of Ten's training for their students.
District Eleven hosts Reapings outside the Justice Building, allowing the citizens to gather prior in an easily recognizable location.
District Twelve hosts their Reapings outside the Justice Building.
District Thirteen hosts their Reapings outside the Justice Building. However, this location may be changed to the Peacekeeper parade ground should issues be kept up with.
Your transport will of course be arranged by the Capitol to be as efficient as possible. No use, after all, in our Victors having to waste their valuable time on temporary transit.
Visitations
Visitation is a sacred tradition. All Tributes must be given the opportunity for visitation, and this opportunity cannot be waived. During this time, Mentors are not permitted to interact with their Tributes in order to ensure Tributes have as much time as possible with family.
All visitations will be between three and six minutes long, dependent on District Law. Peacekeepers, in order to ensure security, will of course have final say as to whether or not a specific visitor shall be allowed access.
Visitations, however, should remain civil. Should any issue arise, you are permitted to involve yourself in defusing the tension, either directly or with the aid of Peacekeeping forces. This is to ensure peaceful cooperation and productive benefit to the Tributes during this time.
Should your child or relative be a tribute, if you are participating as Mentor you are in fact authorized to involve yourself within the process of Visitations. After all, this is your familial member, and you of course deserve the ability to have the same celebration as any other parent or family member at a child being selected for the honour of participating in the Games.
Initial Contact
It is of course likely, unless your tribute is uniquely disappointing, that they will receive some kind of interest from sponsors. As such, you are encouraged to be polite.
In a district, such as One or Two, with old sponsors, you are likely to know many and have them be simply confirming. You all know the drill by now, and we hope to receive nothing but glowing reports of your cooperativeness and keeping in contact. However, to help you, we enclose a Capitol approved checklist in order to ensure you are doing a good job. Should all our Four checks be met, your interaction should have gone perfectly!
- Take their name: While not likely to be necessary, ensure you get your potential Sponsor's name and contact details so you can contact them once inside the Capitol! This is always helpful, and can ensure an avoidance of miscommunication!
- Take their Offer: All Sponsors will have an initial amount they are willing to offer. It's your job to get that data noted down, as something you can come back to when filling out the official paperwork required. Of course, many Sponsors, particularly those set on a particular district, are likely to have already prepared paperwork. If not, the form is attached below.
- Ensure there's no additional requirements: The contacting individual may have additional requirements for you before you can receive Sponsor funds. We would encourage you to analyze the benefits and ensure the requirements, likely attendance at a celebration for higher offers, are worth it.
- Ensure cooperation: Of course, you must be certain that your contactee is looking forward to cooperating with you. As such, ensuring cooperation is an essential part of any Victor's discussions. Pleaseconfirm they know what district they're interacting with - sponsors can be a bit foolish at times, but aren't we all!
Provisional Assigned Mentors for this year (After discussion) are as follows. Please familiarize yourself with your assigned tribute at your earliest convenience, or otherwise discuss with your allies how you can handle them. State files are to an extent open should you wish to learn more, and you are permitted to contact teir families, though this is encouraged only as a last resort.
