King
Not much is known about the king of goblins. Is there a king per country? Or is it one king for all goblins? Has this one king been replaced at a certain age? How many goblin kings have there been?
No one living has ever met the king or at least none that are aware if they’ve met the king. Why is this? Simple, the king has the tribal leaders speak his words and debate with the ministry.
So what does the king do?
It’s theorised that the king keeps the tribal leaders in check and goes over all decisions they make and keeps an eye on the financial world. Other than that the king most likely mainly deals with paperwork and improving the goblin world.
Throughout time the ministry has demanded to meet the king but this request has never been accepted. In fact it’s believed that the goblins find entertainment by keeping their king a mystery and have told many different tales to the point any information about the king has been discarded is untrue.
Some information is that the king is as tall as a man or that the king holds the ability to turn wizards into goblins. Another tale is that the king is in fact a seer and that the king can control the very earth.
The amount of power they put behind the title of their king has now been detailed as a way to mystify their own king and make them seem all omnipotent.
Tribal leaders
These goblins are sort of the ‘nobles’ in the goblin world and are the main part of the king’s counsel. They each have a large part of land that makes up the main residence for goblins and they tell the king the health of the goblins and the land as well as any diseases or causes of death that could be a cause of concern. Even though the tribal leaders rule their lands, the land can be removed from their hands if the king is unhappy with their ruling.
In previous history a single country had many tribal leaders which caused a lot of inner wars between goblins wanting more land and the resources other goblins had. So to stop the fighting the goblin king placed in a rule that a single tribal leader can only have the maximum amount of land that is 130, 000 km/2. When this degree was first introduced there was a bit of push back but then the goblin king was fast in executing many of the more outspoken goblins which put the others into line rather fast.
Today the UK has around 4 tribal leaders whilst France has around six and the USA has around 75 tribal leaders. Every couple of months the tribal leaders will have a meeting together to discuss the overall health of goblins and the economy of the country they reside in. Every meeting is held in a different leader's land to make it more fair for everyone and is placed on a rotation. In the meeting the concerns will be highlighted and debated about if they need to be addressed to the king.
Due to the high number of tribal leaders in a single country, sometimes the king will appoint two or three of them to a high position. This position is given through the king trusting the goblin more and appreciating their hard work. If another goblin tried to attack or kill the one with the higher position then it will be tried as treason and the goblin will be put to death. The higher position has no real fancy name but the goblin will be the chief amongst the tribal leaders. If there’s too many tribal leaders then the chief will be the one who is amongst the king’s council and can speak directly to the king and give concerns.
Healers
Underneath tribal leaders are healers. Healers are few in the goblin world which is why they are treated with the highest amount of respect. To mistreat a goblin healer is to turn against and spite the goblin nation. If a goblin mistreated a healer then they will be imprisoned and treated with a high degree of torture, experimented on and used as a tester for new assassins, executors and spymasters; furthermore they are never healed of their injuries, at least not fully. Instead they are treated with weak healing magic to ensure they live another day but that’s the full extent.
It’s unknown why healers are so few in numbers but it’s suspected that goblins as a warrior driven race as magic that is focused more on offense and defence but very little on healing. Goblins can have a little healing magic but not enough to become a fully healer, though they will be trained to be able to fully utilise the small amount of healing magic they possess.
Goblins with higher traces of healing magic will be placed under a healing program where they learn how to heal every type of injury and even learn healing rituals under a senior healer. A healer goblin will be in the career for years and years until there is another able to take over their position and then they can retire.
All healers in a country will have a healer panel where they can talk about diseases in their sector of land and discuss how to prevent spread and about other sectors that could be at risk. On the panel of healers will only be the senior healers who have the highest amount of experience and amongst the seniors one will be voted to be a spokesperson for the king’s council. Even though tribal leaders can discuss with the king about land diseases and other ailments, the king prefers to have the discussion with the healers of the countries to have a more professional opinion.
Due to the complex nature of learning healing magic, healers are often the rare expectation to goblins where they don’t prioritise fighting or combat. This of course leaves them to be more defenceless at the start but with so many warriors and little healers, it's a better risk to take. So starting young the training to become a healer begins with goblins, taking over combat training, until they graduate. Upon graduation a new healer will immediately begin work in the infirmary and help the injured goblins. As goblins tend to do a high amount of work with dangerous beasts and animals there is a surprisingly high amount of goblins getting injured as they are not aiming to kill and often have to hold back. Whenever there is a lull in the number of patients then a new healer will begin combat training as being able to defend an emergency tent on the battlefield is important for survival. Their weapon training will take a significantly longer time because they are on and off due to still working in the infirmary. But to help with this they are often given tasks and exercise that they can do in small spare time to help with muscle building and they can even request experienced warriors to help with them training at home instead of attending a class.
Account Mangers
This is where the hierarchy gets a bit more challenging. Account Managers are the one of the highest goblins most goblins can get in a bank which is very respectable amongst their kind, however they are not a part of the king council. But! Every bank has the highest role which is the chief of the bank which is actually often the tribal leader. Sometimes the tribal leader resides inside the bank, sometimes more in the secret hidden goblin caverns - location of this is unknown but suspected to be under the banks. Although sometimes if the tribal leader doesn’t want to be the chief of the bank then they will hand the responsibility over to the account manager that holds the most powerful wizarding families under their ‘control’. This gives the account manager a high amount of control over the other account managers as they can assign them families or remove families from their ‘control’ but if the tribal leader believes the power to be abused then they will be removed from position and can even have the families accounts stripped from them. If the account manager stays as chief then they will have regular meetings with the tribal leader to inform them of the process of the bank and wizarding families that are under them so they can still be up to date with their land. Even though the account manager is chief of the bank they are not, are not! A part of the king’s council.
Apart from chief of the bank the account managers are ranked based of the wizarding families they have under them, this is how goblins see the wizarding families - they are controlling the wizarding families so the families are under their management; no matter how much a wizard is actually controlling the estate. The older and more powerful a wizarding family is then the higher in rank and status the account manager is. Sometimes having an old family under them is not good because they could be near extinct or lose a lot of their political power or have low fortune, is not good for them and they will go down in rank / status. But a newer family that has risen to a high amount of fame or fortune might increase it but it could be a risky gamble because goblins like having a long term rank / status so would want to go with something they believe will help keep their position for the longest time.
