Work Text:
Nothing has changed. There is war and fear, far from Gallifrey. Yet these are Gallifreyans, and Gallifreyans never change. Not even in war.
Leela can feel the eyes on her, her and Rayo. A gaping hole between them, Veega's ghost in the middle. Rayo's mother, the one Leela loved, loves, with all her singular heart.
With Veega, Leela had belonged. Unlike Romana's ally, Andred's alien wife, even the Doctor's companion. No condescension, no trying to change her. On Unity, their family was all they needed. But once again Leela's chest fills with heaviness. Another weight for a life too long.
