The Metal Phoenixes of Neo-TO and the surrounding countryside are a fickle and rare species. Despite being great metal automatons, they are by all accounts alive. In fact, their lifespan is undefinable, as under the right circumstances, one could very reliably live forever. Unfortunately most do not find themselves in these circumstances. Some perches, such as those outside of the city hall, are manmade, but make no mistake, most of the birds you find throughout the city are not skillful recreations of the Phoenix. When not properly cared for and repaired, they rust and corrode.
While the passing of these magnificent creatures is unfortunate, not enough is known of the species itself to properly care for aging or otherwise afflicted birds. The birds cannot be tamed, and are often elusive during the span of their lives. When one is passing, it is unlikely that it will allow a human to attempt to prevent it from doing so. In fact, after reaching a certain age it seems, the birds will deliberately attempt to avoid living forever. Most historical sightings of these birds in life have been during this process, deliberately holding still, sometimes for weeks on end, ensuring their definitive final perch. Sometimes, the birds find their final perch within the city, leaving behind those magnificent statues that now inhabit many notable landmarks of Neo-TO. Many citizens of Neo-TO see the decision of the bird's final resting place as a blessing, spurring on many artists to incorporate the image of the Metal Phoenix into the architecture of significant buildings. These perches are protected by law, and are not to be removed under any circumstances save a select few.

There are some groups within Neo-TO dedicated to caring for the remains of the birds that have passed away within city limits, as it is a commonly held belief that the spirit of the bird watches over its perch. Caring for its remains is said to bring goodwill and protection from the Phoenix and its kin.
