The first time Luffy saw her, he couldn't believe his eyes. He'd never felt any interest in anyone like this before. It definitely wasn't the same feeling that he got with his crew mates. Not to say that he didn't want her on his crew, because he did, but she was a marine.
The shouts of your Marines was the first indicator that something was happening. Then there were the loud booms and the sound of laughter on the wind. You sighed and pulled on your coat and grabbed your weapon. Straw hat Luffy. You don't know why it started, but after the first time the two of you fought, it was like he was everywhere. If he wasn't in the papers, he was getting in trouble.
Sometimes it felt like he would run into you and your crew, or other Marines on purpose. Maybe he was an adrenaline junkie. Whenever you ran into Smoker, you would crash on his ship and complain about how Straw hat was driving you insane. There was a point when you'd even begged the older man for one of his cigars. The Vice Admiral only glanced at you before ignoring you, causing you to complain even more.
Eventually he would kick you off of his ship and you would go on your way. It wasn't even a week later when you ran into Straw hat again. Your crew was positioned on an island while restocking supplies and food. The familiar shishishi was unmistakable. The pirate captain was running full speed in your direction.
It was still early in the morning, and you weren't completely awake yet. You looked at the pirate with a blank expression, thoughts lagging. It was only when he called your name cheerfully that your brain decided to reconnect. You scrambled for your weapon, but it was too late. Luffy crashed into you with a laugh.
Luffy was so happy. His favorite Marine was here! His crew was on the island, Sanji was looking for local recipes and ingredients, and Nami and Robin were out shopping. Luffy had noticed your ship was docked and couldn't help himself but search everywhere for you. He ended up running into a group of Marines, who started to chase him. It was like a game to him at this point.
That's when he saw her walking out of a cafe, a hot drink in hand. He didn't even notice that she was still half asleep as he ran full speed, barreling into her with a laugh. Her drink went flying, but that didn't matter. "I caught you! Will you join my crew now?" Luffy looked at her from where he was on top of her. They had landed in a mess on the dirt road.
You couldn't help but stare at him, expression frozen in shock. And then his question registered and you could help but growl in anger. "Join you?! You ruined my drink!" You cried, pointing to where your poor drink had splattered across the ground. "And I'm a Marine! Now, get off of me before I kill you!" Your first connected with the side of his head, sending him careening to the side.
You ignored his complaining whine as you pushed yourself up and tried to dust yourself off. Your men were standing around, various expressions of shock on their faces. They could only watch helplessly as you chewed the pirate out while kicking him. "...and I outta arrest your ass! You're everywhere! I don't know peace anymore! Like my drink for example!" You continued to go on a tirade, not even realizing that some of the straw hat pirates were watching from afar.
Finally when you ran out of things to shout at him and you weren't mad anymore, you stopped kicking the pirate. Turning around, you walked off in a huff, your men moving out of your way as they looked between you and the whining pirate. They ended up following you back to the ship, not wanting to act without orders and risk invoking your wrath.
When the Straw hats returned to the Thousand Sunny, Nami looked at Luffy, who was still covered in dirt but had that same megawatt smile, she could only shake her head and walk off, but not before saying, "You're pathetic, Luffy." Sanji shouted at Luffy, scolding him for bothering such a beautiful woman. He threatened his Captain, telling him that ladies shouldn't be treated like that before stomping off to the kitchen.
Luffy didn't care though, his thoughts were circling around you and how perfect you were. Later, Usopp and Chopper cornered Luffy, asking about who he was crushing over. Luffy described you as best as he could, which really wasn't that great. Usopp only listened to his Captain babble about you for a minute before changing the subject. Regaling his friends with a (totally true) story.
And even as Luffy listened to Usopp's story, his thoughts still drifted back to you, and he couldn't help but laugh softly when he thought about seeing you next.
