He knew he was staring, that he should really, really try to listen to Lin Qingshui talking since literally nobody was taking any notes and he really needed to get at least the gist of it down or else it would be harder to hold his stance against the inevitable pushback when he refused him the extra budget. But he couldn’t help it!
