There's a group called the Valquec. They are like gods and have the job to protect the nature of the world
, with Voila as the Jalca/higher up, they were chosen among others for this job. Each person on the Valquec has a specific region to protect the peace of the mystical land. They will go at any cost to protect the area, even if it means to kill and enslave people or subject them to cruel punishments.
A different group, the lost ones attempt to fight against the Valquec, wanting to be able to freely gather resources and regain their lives from the kingdoms.

There's the higher up which runs the kindom and then theres the ones that run each city in the kingdoms.
The Valquec take care of each cities area, the leaders control them but do not control the punishments they give out.
