- yokohama is sealed off since the dawn of quirks, you know it. the barrier is an ability, but dazai cant nullify it since its a remain. abilities are stronger than quirks, which means that abilities affect quirks, but quirks dont affect abilities. which means dazai's abilities affect Izuku, for example, but aizawa's quirk doesnt affect chuuya. as I said, arahabaki makes most mind reading, lie detector or around that line get hazy when used on chuuya, since he was a lab rat and blablabla.
- the heroes have been trying to enter yokohama cause hpsc is afraid of ability users
- abilities are considered myths by civilians, but the hpsc and most knowledgeable heroes know it exists
- there are some entrances and exits in yokohama, it is still a port city and has support from around the world
- hpsc knows something about a different way of government, but doesnt care so mafia is still villain
- the ada exists already they just off doing their own thing I guess
- heroes were instructed to try and save as many poor quirkless civillians from the grasp of villanous yokohama
- yokohama is said to be villanous even tho they have a way lower crime rate than the rest of japan
- this worldbuilding is derived from diverse fanfics, so its gonna sound similar
