Imperial Organizations
The Royal Guard are in charge of guarding the royal family and high-level government officialsI(which are basically the same thing), as well as the Imperial Palace and Ministry and Subministry headquarters. Each unit of the Royal Guard has a uniform designed in homage to the official they serve- with colors, motifs and decorations based on personal preference, often their dragon forms.
The major units of the Royal Guard are the High Imperial Guard(Barry/Hal), [Ministry] Ministerial Guards(Ministries/Ministers), [Subministry] Subministerial Guards(Subministries/Subministers) and the Palatial Guard(Imperial Palace).
The Harper-Queens have been the Royal Guard for centuries. Roy himself was turned by Iris early on, and looks to be in his late twenties, and Oliver was killed in 2105 by the Rebel Dawn. Everyone in the Royal Guard is expected to take some variation of Harper-Queen as their last name, though many choose to hyphenate it with their old one. This is a legal name change- the Royal Guard membership rosters read like an extended family tree.
The Rebel Dawn was led by Diana, with Stephanie as one of several lieutenants, and was crushed summarily after three years of heated fighting(2104-2107). Stephanie was the only survivor of their known members, since Dick pushed for her to be imprisoned for life instead of executed like the rest of the Dawn. Her ghost still haunts an abandoned wing of Arkham Maximum Security Prison.
Alternate Counterparts
The first wave of alternate Justice Leaguers- the Alt!League/First-Wavers- arrived in 5346.
Alt!Clark, Alt!Arthur and Alt!J’onn were experimented on and later dissected by Wally, though Alt!Clark managed to escape for a few years at one point before being recaptured.
Alt!Diana was given over to Damian as a sparring partner, and eventually killed after failing to be impressive and skilled enough.
Alt!Hal and Alt!Barry were given to Dick. Dick decided that Barry was Wally and Hal was Kyle, trapped them in Wayne Manor, and promptly drove Barry into several mental breaks by insisting that he was Wally, with Wally’s hoard.
Alt!Barry is currently an empty shell that only takes care of himself or does anything besides stare at whatever’s in front of him when prompted. He’s getting slightly better- he tracks moving things with his head now.
Alt!Hal is mostly sane(his hoard is actually bigger), but pours his time into sketching and researching spaceships, their schematics and the Imperial City whenever he’s not taking care of (and trying to restore the mind of) Alt!Barry or trying to convince Dick to let him out of the house, or at least take off the shock collar.
Alt!Oliver was surreptitiously inducted into the Royal Guard and turned by Roy. He’s one of several hundred living Oliver Queens in the Guard, so nobody really questions it- especially since it’s kind of a tradition for Guards who don’t like their birth name for whatever reason to call themselves Oliver, regardless of gender or species.
A second wave- the Mini!League/Second-Wavers- arrived in 5478. This League is the same one as in mainline Shifting Shadows canon(or at least a very close approximation).
