The house sat at the edge of a quiet mountain village, the kind of place built to be forgotten by anyone passing through. Neji knocked, a long pause followed before the door opened.
The man who answered had short-cropped hair, dark eyes, nothing about him reading as Hyuga at first glance, not until Neji looked closer, past the surface details, to the way he held himself. Too still and too controlled. The stillness of someone who'd spent years training his body not to give anything away.
"We're looking for Hyuga Kaito." Neji started.
"Kagayama Souta." Reiji cut in quickly before Neji could say more. "We're looking for Kagayama Souta."
Something shifted in the man's expression. His eyes moved past Neji, past Tenten and Tsubaki and Fujimori, and landed on Reiji last, and held there with something between betrayal and dawning understanding.
"Reiji." His voice was low. "What did you do?"
"Can we come in?" Neji kept his tone even. "We just want to talk."
The man, Souta or Kaito, whoever he was choosing to be in this doorway stepped back after a long moment, not quite agreement, more like resignation.
The inside of the house was modest, worn in the particular way of a home stretched thin trying to hold itself together. Through a half-open door, Neji caught a glimpse of a small girl lying in bed, pale, breathing shallow even in sleep, a damp cloth folded across her forehead.
Kaito saw where his eyes went and stepped slightly to block the view, some instinct too old to unlearn. "I don't know what you think you know." he said, turning back to the room, voice hardening now. "But you have the wrong person."
"We have DNA evidence." Neji said quietly. "From a weapon recovered at Nemuri Ichi. It traced back to you."
"That's not possible." Kaito's eyes cut to Reiji again, sharper now, something almost pleading underneath the anger. "Reiji, this is a mistake."
Reiji didn't answer. He stood very still, eyes down, hands curled at his sides, and said nothing at all which said everything.
"We're not here to trap you." Neji said, and meant it, keeping his voice level even as the weight of the room pressed down on all of them. "We're here because we need the truth. Whatever it is."
The silence stretched long enough that Neji thought he might have to push further. Then something in Kaito seemed to give way all at once, his shoulders dropping, the careful mask cracking down the middle.
"Yes." The word came out rough. "I'm Hyuga Kaito. I changed my name ten years ago. I did what I had to do to survive after my mission ended, and I would do it again." His jaw tightened. "You want to know why I sold what I sold? Look at her." He gestured toward the room where his daughter lay. "My wife and daughter were poisoned by outsiders years ago, I still don't fully know from what. My wife didn't survive it. My daughter did, but it's been eating away at her every year since. Getting worse."
His voice cracked, just slightly, before he forced it back under control.
"Konoha has the medicine that could actually treat her properly. But I can't walk back through those gates, not after everything, not with who I used to be. So I found treatment in the mountains instead. Illegal, expensive. The only thing keeping her alive at all." His eyes were hard now, daring any of them to argue. "I gave eleven years of service to that village. I left everything behind the moment they asked me to, no questions, no hesitation. And now I'm supposed to let my daughter die because selling information was the only way I had left to save her?"
Neji felt the weight of it settle heavy in his chest, understanding and judgment refusing to cancel each other out.
The clan hall was full by the time Neji stood before it, Hyuga elders seated along the front, Rokudaime Hokage present at the side with several senior officials, and further back, a gathering of Konoha citizens drawn by word of what this hearing concerned. Kaito stood near the front as well, without the colored lenses he'd worn for eleven years, his eyes pale and unmistakably Hyuga now, stripped of the disguise along with everything else.
Neji unrolled the report and began to read. "After a full investigation, it has been confirmed that the individual responsible for the sale of classified Hyuga clan information, specifically Byakugan chakra pathway data is Hyuga Kaito. Former ANBU, codename Tora, registration 119221. Motive has been established as funding for medical treatment for his daughter." He paused. "Kagayama— Hyuga Mizuki."
A murmur passed faintly through the hall at the name, at the acknowledgment folded inside it, not Kagayama Mizuki, but Hyuga Mizuki. Claimed, even now.
"Given the severity of this breach, the following has been decided." Neji's voice didn't waver. "Hyuga Kaito's status as an active shinobi is fully revoked. His chakra and Byakugan will be sealed by authorized personnel and he will no longer be permitted to serve in any shinobi capacity. He will instead serve the village going forward as a civilian resident of Konoha."
"Second." Neji's gaze shifted. "For the act of tampering with forensic evidence in order to protect Hyuga Kaito, Hyuga Reiji will be suspended from active duty. His position as head of the Hyuga Naibu Keibi division is revoked, to be filled by the division's vice-chief going forward."
"Lastly." Neji let the pause sit a moment. "The Hyuga clan will take full responsibility for the medical treatment, care, and education of Hyuga Mizuki, for as long as necessary, until she has fully recovered."
"Both Kaito and Reiji committed serious violations." Neji continued, before anyone could interject. "That will not be excused and the consequences stand as given. But they are still Hyuga. Still part of this clan and this village, whatever else they've done. Kaito served Konoha faithfully for years before circumstance broke that. Mizuki is a child who had no part in any of it." His eyes swept the hall once.
"One more matter." Neji's voice carried further this time, meant for the officials as much as the clan. "The individuals responsible for Hachidan, the group exploiting this leaked information to attack Konoha shinobi remain unaccounted for. This investigation does not end here. I will be coordinating directly with ANBU and Intelligence Jonin going forward to track down and dismantle their operation."
He glanced briefly toward the Hokage's side of the hall. "Until Hachidan is fully addressed, questions will remain about how deep this breach went, and who else may have been involved beyond what's been uncovered so far. The Hyuga name will not be considered cleared until that work is finished, not just today's ruling."
Neji rolled the report closed, and for the first time since this had all begun, allowed himself to breathe.
