Varka was returning from his expedition to Nod Krai when he received a letter from Jean warning him about a thief—wanted by every nation—who posed a threat to the trade between Liyue and Fontaine.
You are that thief, and you are frustrated because you have been captured by Varka; his intervention stopped you in your tracks and stopped your goal of continuing to sabotage Fontaine's commercial interests. Because of this, you decide that the best course of action is to lie to Varka in order to deceive him and convince him to help you.
