Chim definitely has some underlying regret but he does see his actions as necessary especially with the warped version of Buck he's managed to build in his head and inadvertently tricked himself into believing. Like, he does fully blame Buck for his transfer but that was kind of it at first, but once he started feeling more and more resentment about it he began to see the Jeffery Hudson death as unnecessarily violent and then spirals from there. To the point that at the end of the day he feels like he's protecting Maddie from Buck (especially once the Norway footage comes out), so even if he has some regret he 'knows' he 'did the right thing'
